About Fintech Supervision:

The Fintech Supervision Function within the Supervision Directorate of the MFSA provides cross-sectoral expertise on digital finance and FinTech related regulatory and supervisory initiatives. The Function is directly responsible for overseeing the implementation of the Virtual Finance Assets Framework in Malta, the development and implementation of the MFSA FinTech initiatives, the operationalisation of the regulatory sandbox as well as the coordination of the implementation of the Digital Finance Package within the MFSA.

The Role:
As a Senior Analyst at Grade 6 within the Fintech Supervision Function, the eventual appointee will be expected to:
  • Support senior management in the operationalisation and enhancement of the FinTech Regulatory Sandbox (‘Sandbox') including authorisation, supervision of prospective applicants and participants, respectively through the management of a team of analysts, and interaction with other functions within the Authority;
  • Act as a Participant Development Lead by carrying out the necessary authorisation and supervisory work required for the successful completion of the Sandbox, including carrying out assessments in line with the testing objectives of the Sandbox, leading interactions with applicants, participants, and interested parties as well as review submissions and other documentation, as applicable;
  • Lead in the development and implementation of MFSA Fintech and digital finance initiatives with the aim to further the MFSA's vision and strategic priorities in this area;
  • Support senior management and lead, where necessary, in the development and implementation of digital finance and FinTech related projects and initiatives, such as the MFSA's FinTech Strategy, as well as other related ongoing cross-sectoral regulatory work;
  • Act as a digital finance and FinTech champion within the MFSA;
  • Act as a point of reference for the team including coaching and mentoring, where necessary;
  • Take decisions and act on own initiative in line with delegated authority and escalate matters outside of the area of responsibility and/or remit;
  • Liaise with the various Functions and Directorates of the Authority in the handling of the various projects and tasks, as well as other Governmental bodies/stakeholders and act as a point of contact, when required;
  • Coordination of the team's work plan to contribute to the achievement of the teams and wider function's deliverables;
  • Participate in local, EU, and international forums, including the relevant committees of the European Supervisory Authorities; and
  • Undertake other regulatory and supervisory tasks or projects as delegated by line management.

About You:
  • We are looking for candidates with a solid academic background in economics, law, accountancy and audit, banking and finance, business and computing, or in any other related field. Whilst not mandatory, knowledge and/or experience in the field of digital finance, FinTech, and the underlying technology would be considered an asset.
  • The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.
  • You will also possess a minimum of five (5) years of working in the area of Financial Services. Candidates with longer working experience relevant to the role will be preferred.
  • If you do not have the necessary academic or professional qualifications but you have at least ten (10) years of relevant experience in a similar related role, we would still be interested in speaking with you.
