POST OF OFFICER V (ICT) – SYSTEMS SUPERVISOR (ICT Operations Support)

1. The Planning Authority invites applications for the post of OFFICER V (ICT) - SYSTEMS SUPERVISOR (ICT Operations Support).

2. Terms and Conditions

indefinite employment subject to a successful probationary period of six (6) months a starting annual salary and fixed allowances of €24,423.12, with annual increments of €302.81, subject to satisfactory performance; a performance bonus;

3. Duties and responsibilities

The duties and responsibilities of the position are:-

a) Assist in the daily operation of the Authority’s ICT systems and to assist in the provision of support, maintenance, monitoring, fault identification and resolution for servers, equipment and end-user devices and systems.

b) install, configure, test and support hardware equipment, including servers, user devices, peripherals and components.

c) Install, configure, test, support and maintain operating systems, back-office systems and information systems.

d) Provide support to users on hardware and software issues and queries.

e) Assist in network and system administration and monitoring functions.

f) Assist in the maintenance and monitoring of the software, hardware and other asset inventories.

g) Assist in the maintenance and support of the telephony and communications infrastructure.

h) Assist in the maintenance of the IT stores and adequate stock levels.

i) Assist in the creation, updating and review of quality documentation and maintenance of the quality system of the ICT Unit.

j) Carry out various subsidiary tasks relevant to effective working in the job within the scope of normal flexibility.

4. Eligibility, Qualifications and Experience Required

4.1 By the closing date of this advert, applicants must be:

a) citizens of Malta; or

b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or

f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

4.2 By the closing date of this vacancy, applicants must be in possession of:

a) A good level of education with one MQF Level 4 pass in an ICT-related subject, such as computer science, information technology, communications, networking or hardware support.

Experience in information technology, communications, networking or hardware support function for at least one year in the past four years.

OR

b) A minimum of two years experience in the information technology, communications, networking or hardware support function.

AND

4.3 Applicants must have good oral and written communication skills; aptitude towards technical problem identification and resolution; ability to write reports, generate statistics, analyse data and recommend appropriate courses of action.
