Malta Financial Services Authority is currently looking to recruit a Technical Advisor (Legal) to join their team on a full-time basis.

About the Department:
The 
Banking Supervision Function carries out authorisation and ongoing supervision of credit institutions. The Banking Supervision team comprises professionals with a financial services academic background, but also legal to support policy and supervisory work.

About the Role
The responsibilities of the eventual appointee shall include the following: 

  • Providing legal advice on banking legislation and interpretations to the Banking Supervision function, other functions of the MFSA and other authorities or stakeholders, as necessary
  • Leading and oversight of the MFSA's transposition of EU banking-related legislation into Maltese Law, including EBA guidelines
  • Fostering a strong working relationship with the MFSA's central Legal Team and other functions, as necessary, to support the MFSA's interests
  • Actively managing the relationship of the MFSA with the ECB, particularly its legal function, including participation in committees responsible for handling and discussing legal matters
  • Representing the MFSA within the EBA, ECB, to the industry or industry groups, providing confidence in the MFSA's supervisory approach
  • Led the relationship on policy development with the Ministry of Finance and Employment providing clear advice and supporting their engagement with external stakeholders
  • Helping with the management of legacy issues, oversight of the production of legal or policy documents in banking or the management of external legal counsel about banking matters. 


About You:
The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level


You will also possess a minimum of 6 years of work experience within law or policy within the financial sector, preferably in Banking, along with possession of a warrant to practice in the Courts of Malta. Candidates with longer working experience relevant to the role will be preferred

You will have an advantage if you possess: 

  • Knowledge of the applicable regulations and requirements especially those related to the banking sector
  • Ability to be polite and assertive when dealing with a variety of stakeholders
  • Strong verbal and written communication skills with the ability to influence and negotiate with internal and external stakeholders as may be necessary

It was established by law on 23 July 2002 taking over supervisory functions previously carried out by the Central Bank of Malta, the Malta Stock Exchange, and the Malta Financial Services Centre.
