Senior Manager Human Resources
The Land Registration Agency is currently seeking a highly organised and skilled Senior Manager Human Resources to join their team. The chosen candidate will be responsible for overseeing the human resources functions of the organisation. The selected candidate is to ensure the efficiency of operations, while also supporting the development and well-being of employees.
Main Duties & Responsibilities
Human Resources Management
a) Leads recruitment processes including the drafts, processing and issuing of calls for applications, following the necessary procedure as outlined and guided by prevailing policies, regulations and Directive 7.
b) Ensure proper record keeping for recruitment including filing in digital and physical filing as required by management.
c) Follow-up on promotions and progressions of employees as and when required.
d) Coordinates and carries out constant and regular compliance checks to ensure that established policies are being adhered to and, follow-up on the timely implementation of corrective measures if required.
e) Management of the Agency’s Payroll and other related matters.
f) Prepares HR Plans including budget planning in collaboration with the management of the Agency.
g) Contribution in the overall Agency’s business developments, strategic vision and financial plan.
h) Ensures alignment between the HR Plan and business goals, contributes towards the Training Needs Analysis and supports change management programmes.
i) Collates and reports data related to human resources records of the Agency.
j) Ensures implementation and development of performance plans and appraisals and assist Management to ensure that clear targets are provided, and appraisals are conducted regularly and within timeframes.
k) Supports and prepares all the required data/financial workings in case of Collective Agreements negotiations.
l) Conducting evaluation and appraisal of policies in the related fields and business processes, formulating informed recommendations and action plans.
m) Ensuring that staff and resources are professionally managed to encourage a flexible organizational system and structure that is responsive and pro-active in relation to changing requirements.
n) To manage a personnel database and HR information system ensuring good record- keeping.
Overarching
a) Compiles checklists and Standard Operating Procedures to improve adherence to processes, procedures and regulations to reduce risks of lack of compliance in all fields under responsibility.
b) Undertakes any other tasks, which the superior may delegate to him/her, as may be required.
c) Supports the Executive Head as and when required.
d) Takes a leading role in the identification of process improvements for simplification, innovation and added value in all operating fields of the Agency.
e) Represents the Agency or Ministry in meetings and conferences, both locally and abroad and participating in working groups as required.
f) Representing the Agency or Ministry in any legal proceedings as required and ensuring the correctness and relevance of documentation.
g) Assist in managing the planning and implementation of audits, including the approval of field audits and spot checks and any follow up required. Also contributing to internal and external audits as required.
h) Contributes to and assists in the compilation of various reports.
i) Ensures effective and efficient industrial relations with the trade unions and their representatives in the interest of the organisation and its employees.
Qualification and Experience:
The minimum qualifications eligible for shortlisting are a recognised Bachelor’s degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent) in Human Resources Management or in a field directly related to the main responsibilities of this position.
The academic qualifications shall be coupled with:
• A minimum of 5 years post-graduate experience in a managerial role with relevant background and proven track record in the respective fields.
OR
A recognised Bachelor’s degree at MQF Level 6 (comprising a minimum of 180 ECTS/ECVET credits, or equivalent) in Human Resources Management or in a field directly related to the main responsibilities of this position.
AND
A Master’s degree at MQF Level 7 (comprising a minimum of 90 ECTS/ECVET credits, or equivalent) in Human Resources Management or comparable qualification.
This academic qualification shall be coupled with:
• A minimum of three (3) years post‐graduate experience in a managerial role.
• Experience in managing Shireburn Indigo HR management software will be considered as an asset.
