Foster Clark Products Ltd in Malta is currently looking to recruit an Environmental, Health & Safety Officer to join their team on a full-time basis.

Overview:
Reporting to the Head of Quality, the role of the HSE Officer is to serve as the internal governing body to install and manage systems to prevent the risk of personnel injury or ill health, pollution prevention, and comply with legal and other safety and environmental requirements; act as liaison to external agencies and contractors on issues related to safety and environment.

To lead and implement the Safety, Health, and Environment Management System. To drive continuous improvement in the areas of Safety, Health, and Environment. To champion a sustainable EHS culture within the organisation.

Key Accountabilities:
To ensure a safe and secure operation of business, the HSE Officer will be responsible for, the corporate policy.

Establish and Execute the HSE Programme:

  • Leads the establishment of a Safety, Health and Environmental Management System of the organisation that ensures the prevention of accidents and environmental incidents and compliance with local laws and other requirements
  • Leads the establishment of a Safety, Health, and Environmental Policy
  • Provides necessary data to support the achievement of EHS objectives and enhances the company’s reputation in line with the company’s HSE Strategy.


Risk Assessments:

  • Facilitates the conduct of workplace risk assessment on all the areas covered by the Safety and Environment Management system
  • Identifies and implements preventive measures to prevent accidents
  • Facilitates the identification of relevant laws and other standards applicable to site operation
  • Identifies and implements action plans to be compliant with said standards and legal requirements
  • Facilitates the formation of the organizational structure that would assure the implementation of a sustainable Safety and Environmental Management system
  • Establishes a site risk management and audit program together with the necessary contingency plans to minimize the consequences of any foreseeable incident
  • Ensures that site investment and changes in processes, equipment and systems are carried out by the concepts of EHS by design and relevant EHS requirements and cGMP
  • Establishes an emergency preparedness and response plan. Organizes a special team that could support the regular crew of the operating units. This team shall constitute volunteers from the different working units
  • Maintains the skills level and equipment of the special team through regular training. Maintains and assesses preparedness through planned regular drills.


Training and Education:

  • Facilitates in identifying the training needs of all employees and other stakeholders.
  • Institutes programmes to provide training and periodic/regular sharing of information among all stakeholders.
  • Maintains proper documentation system for quick access and use of stakeholders of relevant information. Maintains control of releases of these documents.
  • Ensures that arrangements are in place to make all stakeholders aware of legal obligations relating to Occupational Health and Safety and on the Environment.
  • Creates and maintains an EHS culture throughout the site that inspires a proactive attitude and a firm belief that ‘target zero’ is achievable.


Auditing:

  • Maintains and reviews the company’s strategy for the management of Health, Safety and the
  • Environment management and monitors its performance and initiates/recommends continuous improvement programs
  • Ensures periodic review of the Safety, Health and Environment Policy
  • Facilitates implementation of a program that would assure consistent compliance with the established operational controls through proper training, regular monitoring and a feedback system
  • Conducts regular evaluations on the level of compliance with legal and other requirements through audits
  • Facilitates the conduct of internal audit and conduct of un/planned periodic review of the SH&E management system
  • Establishes a system of identifying and correcting non-compliance, and accidents including ‘near misses’. Formulate a tracking system to ensure corrective and preventive measures are implemented
  • Participates actively in the conduct of Incidents / Accidents to help determine the Root Causes and the evaluation of the appropriateness of the control measures
  • Develops trusted and proactive relationships with regulatory agencies, the local community, and external suppliers to promote compliance and social responsibility, in the company's business interest
  • Organises and leads quarterly EHS management reviews.


Freedom to act: Independence within budget, plans, policies, and precedents.

Ideal Candidate Profile:

Education

  • Health and Safety Certification, diploma, and registration with OSHA's Competent Person Register is required
  • Diploma in safety/ industrial hygiene/ ergonomics/ environment considered advantageous
  • Engineering training would be preferred.

Experience

  • 5 years working experience in manufacturing, safety programs/ construction safety
  • Leading self.
