Our esteemed Client, The Land Registry Agency, is currently seeking a highly organised and skilled Senior Finance & HR Manager to join their team. The chosen candidate will be responsible for overseeing the financial operations, as well as the human resources functions of the organization. By combining both financial and human resources responsibilities, the selected candidate can ensure the efficiency of operations, while also supporting the development and well-being of employees.

Main Duties & Responsibilities:

Financial Management:
  • Process fiscal and financial transactions while ensuring accuracy and timely recording
  • Handle basic bookkeeping and accounting documents, including bank reconciliation
  • Ensure timely collection of revenue and settlement of dues
  • Maintain and control accounts, assess budgetary allocations, and review financial reports
  • Contribute to budget planning and control including Business and Financial plans
  • Stay updated with accounting standards, financial legislation, and policies
  • Formulate and update financial policies.

Human Resources Management:
  • Lead recruitment processes by following current policies and regulations
  • Monitor career progressions of employees as required
  • Align HR Plan with business goals and support change management programs
  • Maintain human resources records and assist in performance appraisals
  • Prepare data/financial workings for Collective Agreement negotiations
  • Evaluate policies and recommend action plans for improvement.

Overarching:
  • Develop checklists and SOPs to improve compliance
  • Support the Executive Head and take the lead in improving processes
  • Represent the company in meetings and conferences as required
  • Assist in managing the full audit process.

Qualification and Experience:
  • A minimum of a bachelor's Degree (MQF Level 6, minimum of 180 ECTS/ECVET credits or equivalent) in a field related to the position
  • At least 3 years of management experience in a similar role
  • A certified public warrant (CPA) would be considered an Asset
  • Have a proven track record in dealing with and managing financial operations
  • Ability to deal with the entire HR cycle
  • Strong communication and leadership skills
  • Excellent interpersonal skills and relationship management.
  • Hold an evaluative and problem-solving attitude.
