The Energy and Water Agency in Malta is currently looking to recruit a Professional Executive (Accounting and Finance) to join their team on a full-time basis.

1.0 Introduction
The Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill in the vacant post of Professional Executive (Accounting & Finance) (Grade IV) with the Agency.
The Professional Executive (Accounting & Finance) will assist the Chief Corporate Officer in leading the finance and administration section within the Corporate Unit.
The Professional Executive may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours.
2.0 Duration of assignment and Conditions
The position of Professional Executive is on an indefinite contract basis and subject to a probationary period of 12 months.

By the closing time and date of this call for applications, applicants must satisfy the following criteria:
(i) A recognised Masters' qualification at MQF Level 7 (subject to a minimum of 90 ECTS/ECVET Credits, or equivalent, with regard to programmes commencing as from October 2008) in Accountancy or Financial Management or a recognised equivalent professional qualification, plus two (2) years relevant work experience.

A recognised Bachelor’s qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2003) in Accountancy or Financial Management or a recognised equivalent professional qualification plus four (4) years relevant work experience.
(ii) In possession of a Certified Public Accountant (CPA) warranted by the Accountancy Board within the Ministry of Finance in terms of the Accountancy Profession Act and related Regulations
(iii) Be fluent in the use of English and Maltese languages, an MQF Level 3 certificate in both subjects is required.

Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from MQRIC, or other designated authorities, as applicable.
Additionally, applicant must be:
a) citizens of Malta; or
b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or
f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.
The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.
The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

6.0 Selection procedure
Eligible applicants will be assessed by management to determine their suitability for the position.
7.0 Salary
The salary for the post of Professional Executive is in Grade IV of the Energy and Water Agency’s salary structure, which in year 2024 is €39,900 per annum, including allowances. Additionally, the Professional Executive is also entitled to an annual Performance Allowance and annual Disturbance Allowance of up to a maximum of 15% of the basic salary.
