Malta Financial Services Authority is currently looking to recruit a Junior Analyst (Policy) to join their team on a temporary basis.

About the Department:
The Investment Services Supervision Function is responsible for the authorisation and supervision of investment services licence holders and recognised persons, particularly investment firms and investment funds.  Through its supervision, the function assesses compliance with prudential requirements stemming from European Directives and local legislation and regulations. It also examines the adequacy of systems and controls, governance arrangements, risk management, and risk mitigation within licensed entities under its remit. To support its supervisory work, the function actively participates in Commission and European Supervisory Authorities’ committees and working groups, contributing to the development of policy and legislation within its scope.

About the Role
As a Junior Analyst in Grade 11, you will be part of a small team responsible for policy and legislation, reporting to the Deputy Head. Your main duties will include:

  • Supporting the preparation of policy stances by analyzing the impact on the industry and advising on regulatory issues, particularly in the context of new legislation and Commission initiatives
  • Contributing to the implementation and application of convergence initiatives arising from the work of the European Securities and Markets Authority (ESMA) and the European Banking Authority (EBA), particularly the development of Guidelines and Technical Standards
  • Assisting the team and the function by building expertise in sustainable finance and coordinating with other teams within the function and across the Authority
  • Drafting internal reports and memos for submission to the relevant decision-making bodies within the MFSA
  • Ensuring that the Authority fulfils its obligations and regulatory requirements emanating from EU regulations and directives, as well as any applicable local legislation
  • Participating in local and overseas committees and working groups, particularly those connected to ESMA, EBA, and/or the Commission, and providing input and feedback as required
  • Collaborating closely with the line manager to achieve the objectives of the team and the function
  • Undertaking any other duties that may arise depending on the exigencies of Investment Services Supervision and the Authority.


About You:
We are looking for candidates with a solid background in policy, regulatory affairs, or a related field, along with a keen interest in the financial services industry and sustainable finance. The ideal candidate should be able to interpret laws and regulatory frameworks applicable to investment firms and investment funds and understand market needs and trends. Qualifications and/or working experience in asset management and/or sustainable finance would be considered an asset for this role.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

If you do not have the necessary academic or professional qualifications but you have at least five (5) years of relevant experience in a compliance or investigative and/or analytical environment, we would still be interested in speaking with you

  • ability to prioritise and deliver quality work under tight deadlines
  • ability to build collaborative working relationships, including with external stakeholders
  • ability to communicate clearly, both orally and in writing.
