Position of Professional Executive (Economics) at The Energy and Water Agency

1.0 Introduction

The Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill in the vacant post of Professional Executive (Economics) (Grade IV) with the Agency.

The Professional Executive will assist the Chief Executive Officer and Chief Officers (Energy, Water and Stakeholder Support) with the development of policies and coordination of the implementation of national and EU legislation in the field of Energy and Water Management, and the development of support schemes in both sectors.

The Professional Executive may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours.

2.0 Duration of Assignment and Conditions

The position of Professional Executive is on an indefinite contract basis and subject to a probationary period of 12 months.

3.0 Duties

The duties of the Professional Executive (Economics) may include inter alia:

• Provide technical support to the Energy and Water core teams in the development of national energy and water policy, as developed by the Energy and Water Agency. Such a process is to be supported by the formulation of econometric models where relevant;

• Provide support to the Energy and Water core teams with the development, assessment and interpretation of cost-benefit analysis, cost-recovery methodologies and life-cycle assessments based on the user pays, polluter pays, and beneficiary pays principles;

• Undertake economic and financial feasibility assessments of project proposals being developed and or supported by the Agency in the water and energy sectors;

• Provide support to the Energy and Water core teams and Legal Unit within the Agency with the drafting and implementation of Energy and Water legislation;

• Provide technical support to the Water Unit in the implementation of the requirements of the Water Framework Directive;

• Perform work in the development of economic models for the monetization of indirect environmental, resource and social benefits arising from the implementation of actions in the water and energy sectors;

• Participate in the development of Annual Sectoral Reports;

• Undertake work with regard to the carrying out of modelling and forecasting/projections of environmental, economic and social impacts of policy options;

• Assists in developing methodologies and survey instruments to determine the level of knowledge with regard to energy and water demand management, energy and water technologies, etc.;

• Assists in carrying out surveys, focus groups, research, etc. to determine baseline understanding of domestic, industrial and commercial users’ level of knowledge with regard to management of energy and water consumption and how energy and water demand can be managed more efficiently and effectively;

• Provide technical support to the Energy and Water Core Teams in their interface with sectoral regulators and utilities with specific reference to processes leading towards the development of pricing policies and cost recovery methodologies;

• Performs work as assigned directed towards ensuring that the development of policies within the Energy and Water Agency are formed on a foundation of sound research and practice, whilst operating within the boundaries of the law and statutory responsibilities;

• Prepares work in regard to or as delegated liaises with the Permanent Representation, EU Secretariat, Ministries and government entities on policy design issues related to energy, renewable energy and emerging technologies, and/or water policies;

• Performs work as assigned with regard to the undertaking of policy review and analysis on a continuous basis and subsequently contributions to policy review as a result of global, EU and national developments of changes to international agreements, EU and national strategies, directives, etc;

• As assigned participates in inter-agency, as well as intra- and inter-ministry policy working teams to address strategic, horizontal policy issues which may require a holistic Government approach;

• Performs work, as assigned, with regards to the organisation, coordination and facilitation of policy planning workshops and/or activities for the relevant internal personnel, as well as external stakeholders, as and when appropriate;

• Performs work, as assigned, with regard to the drafting, issuance and maintenance of documentation and/or other related systems that articulate the Energy and Water Agency’s policy positions and/or procedures to the relevant internal or external stakeholders;

• Any other task assigned by the Chief Executive Officer.

4.0 Eligibility requirements

By the closing time and date of this call for applications, applicants must satisfy the following criteria:

Qualification:

A recognised Master's qualification at MQF Level 7 in Economics, Computational Statistics or a comparable professional qualification plus two (2) years of relevant work experience.

Or

A recognised Bachelor’s qualification at MQF Level 6 in Economics, Computational Statistics or a comparable professional qualification plus four (4) years of relevant work experience.

Specific Experience:

Due consideration will be given to applicants who have experience in research and data analysis experience.

Furthermore, the applicant would be expected to:

▪ be a person who can work on his/her own initiative;

▪ be able to work within and lead a team;

▪ be flexible in work patterns and also working hours;

▪ have excellent communication skills;

▪ possesses good self-management skills;

▪ be organised and meticulous in his/her work.

Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.

Additional eligibility requirements (upon application stage): Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from the Malta Qualification Recognition Information Centre, or other designated authorities, as applicable at the application stage.

Additionally, the applicant must be:

a) citizens of Malta; or

b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

e) Third-country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or

f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

6.0 Selection procedure

Eligible applicants will be assessed by management to determine their suitability for the position.

7.0 Salary

The salary for the post of Professional Executive is in Grade IV of the Energy and Water Agency’s salary structure, which in the year 2025 is €40,900 per annum, including allowances. The Professional Executive is also entitled to a Professional/Competency allowance starting at €3,200 following the successful completion of the probation period and to an annual Performance Allowance and annual Disturbance

Allowance of up to a maximum of 15% of the basic salary.
