POST OF CLERK I

IN THE HOUSE OF REPRESENTATIVES, PARLIAMENT OF MALTA

1. The Parliamentary Service invites applications from Maltese citizens for the post of Clerk I in the House of Representatives, Parliament of Malta.

2. Terms and Conditions

2.1 The selected applicant will be appointed to the position of Clerk I with the Parliamentary Service on a full-time basis.

2.2 The position of Clerk I is subject to a definite contract period of three (3) years, which contract will become indefinite upon confirmation in the post after the expiration of the three (3) year period.

2.3 The position of Clerk I is subject to a probationary period of six (6) months.

2.4 The position of Clerk I carries an annual salary of €20,164 (in 2024), as well as a yearly performance bonus and additional benefits.

2.5 The result published by the Selection Board of the Parliamentary Service shall be valid for a period of one year from the date of publication.

3. Duties

3.1 The aim of this post is to provide clerical support to the House of Representatives, the parliamentary committees and the Parliamentary Service.

3.2 The duties of the post of Clerk I may include:

a) maintaining records and compiling basic reports such as statistical data or related content;

b) maintaining updated filing records;

c) recording of basic accounting and book-keeping entries;

d) registering and distributing incoming and outgoing mail;

e) providing reception duties;

f) typing duties;

g) any other duties that may be assigned from time to time by the Head of Section and/or the Clerk of the House.

4. Eligibility

4.1 By the closing time and date of this call for applications, applicants must be in possession of passes in 4 subjects (Grade 1-5) at ordinary level including Maltese, English, Mathematics and IT (MQF 3).

4.2 Applicants must produce a Certificate of Conduct issued by the Malta Police not earlier than one (1) month from the next closing date indicated in Section 7.3 of this Call for Applications.

4.3 Applicants must be able to communicate well in Maltese and English languages.

4.4 Due consideration will be given to applicants who, in addition to the requisites indicated in paragraph 4.1, have relevant work experience, are able to work under pressure, and have the ability to work within a team.

4.5 Applicants must be eligible to take up their due appointment, in terms of paragraphs 4.1, 4.2, and 4.3 above, not only by the closing time and date of this call for applications but also by the date of appointment.

4.6 Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements. Moreover, candidates who have not yet formally obtained the qualifications mentioned in paragraph 4.1, will still be considered, provided that these qualifications are recorded in the Curriculum Vitae (CV), and evidence is submitted to show the approval for the award of the qualifications in question by the closing time and date of the call for applications.

5. Documentation

5.1 Qualifications and experience claimed must be supported by certificates and/or documents, copies of which should be attached to the application. Scanned copies sent electronically are acceptable.

5.2 Original certificates and/or documents are to be invariably produced for verification at the interview. Applicants should note the requirement, where applicable, to produce MQRIC recognition statements in respect of their qualifications.

6. Selection Procedure

6.1 Eligible applicants will be assessed by a Selection Board to determine their suitability for the post. The maximum mark for this selection process is one hundred (100) marks and the pass mark is fifty (50) marks.

6.2 The selection process may include a practical assessment.

7. Applications

7.1 A filled-in Application Form which can be downloaded from www.parlament.mt/en/vacancies, together with a copy of certificates, and a CV showing qualifications and experience claimed, are to be addressed to the Clerk of the House, House of Representatives, Parliament of Malta, Freedom Square, Valletta VLT 1010, or submitted electronically by clicking the 'Apply for this Job'.

7.2 The first selection process will consider applications received by not later than Friday, 24 January 2025, at noon.

7.3 Subsequent selection processes will be as follows:

                i. Applications received between Friday, 24 January 2025 after 12.00 p.m. and Friday, 25 April 2025 at 12.00 p.m.;

               ii. Applications received between Friday, 25 April 2025 after 12.00 p.m. and Friday, 25 July 2025 at 12.00 p.m.;

              iii. Applications received between Friday, 25 July 2025 after 12.00 p.m. and Friday, 24 October 2025 at 12.00 p.m.;

              iv. Applications received between Friday, 24 October 2025 after 12.00 p.m. and Wednesday, 31 December 2025 at 12.00 p.m.

7.4 Applications will be considered according to when they are received, and applications received after the final closing date and time will not be considered.

7.5 The Call for Applications will be closed either when all vacant posts are filled or on 31 December 2025, whichever is the earlier.
