About Administration & Facilities:
The Administration and Facilities Management team strives to make the Authority the best place to work for our fellow colleagues. The team oversees and manages MFSA's building management services, procurement of all the Authority's requests for goods and services, supports administration by providing oversight of the cleaning and security services, manages the centralized travel desk and the car fleet, takes care of hospitality, whilst ensuring the day-to-day smooth running of operations.

Keeping the highest possible standards is key and the team works hard to ensure employees work in a safe and comfortable environment whilst placing the necessary focus on productivity. Preventative maintenance on all the critical equipment is regularly scheduled, whilst the team takes pride in delivering renovation and refurbishment projects to the satisfaction of the Authority's staff.

The Role:
As a Procurement Officer (Junior Analyst) job holder will be undertaking the following duties:
  • Drafting of procurement tender documents.
  • Assisting in the evaluation and award of tenders.
  • Serve as a Tender Evaluation Committee Secretary; duties include attending and recording minutes of Evaluation Committees and utilizing the Electronic Public Procurement System as necessary.
  • Assist internal functions within the Authority by identifying the procurement methodologies most suitable to their requirements and in line with local legislation and internal Procurement Procedures.
  • Liaise with the relative Government Departments.
  • Besides procurement through CfTs, the job holder is also expected to manage day-to-day procurement through the issuing of RFQs via Epps and issuing purchase orders.
  • Undertake any other ad-hoc tasks as delegated by senior management in line with the exigencies of the Procurement Office and the Authority.

About You:
We are looking for candidates with solid a background in Public Procurement. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a widely recognized professional qualification at a comparable level. The candidate must be in possession of an Institute for the Public Services (IPS) certification in OD1318 Electronic Public Procurement (3 half days) and OE8815 Evaluators Training (1 half day). In the case that candidates do not have the necessary academic or professional qualifications but have at least five (5) years of relevant experience, we would still be interested in speaking with them.

Further on-the-job training and Institute for the Public Services (IPS) courses shall be offered to the candidate.
