General Scope and Purpose of Position

We are currently looking for a dedicated professional to join our team as a Programme Manager on a full-time basis. The Programme Manager will have direct responsibility for overseeing the comprehensive planning, implementation, growth, and daily management of the Service Programme within their scope, in alignment with any service agreements.

Duties & Responsibilities

  • Plan the programme development in accordance with the relevant service agreement, ensuring that the outcomes being achieved truly reflect the needs of the clients;
  • Supervise/lead tasks related to organization of activities, teams, time-tabling and other related duties;
  • Proficient in conflict resolution and capable of effectively organizing and guiding staff, providing clear direction and support as needed;
  • Seek continuous improvement of the standards of the programme through research, networking, collaborating with experts and colleagues both within Inspire as well as outside the organization;
  • Own and manage the programme's annual budget ensuring best usage of resources while ensuring that all the necessary tools are available for employees to deliver a top-quality service;
  • To guarantee the well-being and safety of clients, employees, and volunteers consistently, collaborating with colleagues within Inspire to continuously assess and enhance the appropriateness of the service delivery environment.
  • Ensure that all requirements for certification, licensing standards, as well as any accreditation standards are consistently met and maintained;
  • Create and maintain a structure which guides employees through nurturing and mentoring (reflective practice), knowledge sharing and consultation, as well as measuring of performance;
  • Motivate employees to take ownership and to be accountable for the quality of their work and to build confidence in the use of specific evidence-based strategies and approaches of intervention;
  • Develop and run training programme for parents, employees, professionals, and any other stakeholders in relation to the developmental needs of the service users attending for the programme;
  • Ability to communicate complex sensitive and contentious information as appropriate to different stakeholders;
  • Ensure the environment is appropriate to meet the needs of service delivery, collaborating with various colleagues outside the programmes as well as involving employees within the programme as and when appropriate;
  • Liaise with, guide and collaborate with parents/guardians of service users attending the programme;
  • Oversee the recruitment process of employees within the programme, ensuring an appropriate attitude and background of those persons enrolled;
  • Engage in projects as per the needs of the organization and in alignment with agreements established with the Senior Management Team;
  • Ensuring the development, production, analysis and reporting of KPIs and any other relevant reports/statistics in relation to service delivery;
  • Collaborate with other professionals, provide or contribute to specialist reports relevant to the practice setting as required, including, but not limited to, end of term reports and monthly statistical reports, business plans, as well as any reports in relation to possible service agreements and contracts;
  • Assess and contemplate one's own practice and performance by effectively utilizing professional and operational supervision and appraisal, complying with Inspire's guidelines;
  • To provide effective supervision and appraisal for employees under his/her remit.

Qualification Requirements

The ideal candidate should possess the following:

  • Degree certificate (MQF Level 6) in Psychology/Social Science/Education or any relevant field.
  • Minimum of three (3) years’ experience of working with children with disability.
  • At least one year of leadership experience.
  • Highly proficient in both Maltese & English language (both spoken and written).

Prior to being recruited and throughout the duration of employment, the selected candidates need to satisfy the requirements of the Protection of Minors Act (POMA) together with those of immunisation.
