POST OF PROFESSIONAL OFFICER 1 (RESEARCH)
IN THE HOUSE OF REPRESENTATIVES, PARLIAMENT OF MALTA

1. The Parliamentary Service invites Maltese citizens to forward applications for the post of Professional Officer I (Research) in the House of Representatives, Parliament of Malta.

2. Terms and Conditions
2.1 The selected applicants will be appointed to Professional Officer 1 (Research) with the Parliamentary Service on a full-time basis.
2.2 The position of Professional Officer 1 (Research) is subject to a definite contract period of three (3) years, which contract will become indefinite upon confirmation in the post after three (3) years.
2.3 The position is subject to a probationary period of twelve (12) months.
2.4 The position carries an annual financial package of €33,850 (in 2024), as well as a yearly performance bonus and additional benefits.

The result published by the Selection Board shall be valid for one year from the date of publication.

3. Duties
The duties of a person in the position of Professional Officer 1 (Research) include:
a) analysing and preparing appropriate briefings, whether orally or in writing, on initiatives originating from any European or other institution with particular reference to their impact on Malta;
b) analysing and preparing reports/briefings on matters that may be required by any parliamentary committee;
c) attending and participating in parliamentary committee meetings;
d) assisting Maltese parliamentary delegations including accompanying them abroad, if so required;
e) assisting incoming delegations hosted by the Parliament of Malta and other visitors to the Parliament;
f) providing guiding services to visitors to Parliament;
g) communicating with, advising as required and guiding the chairpersons and members of the parliamentary committees on matters falling within their competence;
h) managing effectively key relationships with government departments, professional, and academic entities, and other outside sources of expertise on matters falling within the competence of parliamentary committees; and
i) generally carrying out any other tasks assigned from time to time by the Speaker, by the Clerk of the House, and/or by the Head of Section.

4. Eligibility requirements
4.1 By the closing time and date of this call for applications, applicants must have:
(i) a recognised Bachelor’s degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent*) in Foreign Affairs, European Studies, Economics, Finance, Diplomacy, Political Science, Social Sciences or Law, or in any other field related to the principal areas covered by the parliamentary committees, or a recognized comparable qualification;

* A recognised Qualification comparable to 180 ECTS/ECVET credits, as applicable is only accepted subject to an MFHEA formal recognition statement being submitted with the application.

AND

(ii) proof of four (4) years of experience in a comparable position.
4.2 Applicants must produce a Certificate of Conduct issued by the Malta Police not earlier than one (1) month from the date of this call for applications.
4.3 Applicants who, besides the requisites indicated in paragraph 4.1, have proven relevant work experience, are capable of working under pressure, have excellent leadership, management and communication skills in both the Maltese and English languages, and have the ability to work within a team, will be given due consideration.
4.4 Applicants must be eligible to take up their due appointment, in terms of paragraphs 4.1 and 4.2 above, not only by the closing time and date of this call for applications but also by the date of appointment.
4.5 Qualifications at a level higher than that specified above will be accepted for eligibility purposes. Candidates who have not yet formally obtained or have not yet been approved for any of the qualifications mentioned in paragraph 4.1, will still be considered, provided they submit evidence that they have been approved for the award of the qualifications in question by the closing date of the call for applications.

5. Submission of supporting documentation
5.1 Qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which should be attached to the application. Scanned copies sent electronically are acceptable.
5.2 Original certificates and/or testimonials are to be invariably produced for verification at the interview. Where applicable, applicants must produce MQRIC recognition statements in respect of their qualifications.

6. Selection procedure
Eligible applicants will be assessed by a Selection Board to determine their suitability for the post. The maximum mark for this selection process is one hundred (100) marks and the pass mark is fifty (50) marks. The selection procedure may include a practical assessment.

7. Submission of applications
7.1 A filled-in Application Form which can be downloaded from www.parlament.mt/en/vacancies, together with a copy of certificates, and a Curriculum Vitae showing qualifications and experience claimed, are to be addressed to the Clerk of the House, House of Representatives, Parliament of Malta, Freedom Square, Valletta VLT 1010, or submitted electronically by not later than noon, of 8 March 2024.
7.2 Applications received after the closing date and time (i.e. late applications) will not be considered.
