PROFESSIONAL OFFICER I (RESEARCH)

The Parliamentary Service invites Maltese citizens to forward applications for the post of Professional Officer I (Research) in the House of Representatives, Parliament of Malta.

Terms and Conditions:

  • The selected applicant will be appointed to Professional Officer I (Research) with the Parliamentary Service on a full-time basis
  • The position of Professional Officer I (Research) is subject to a definite contract period of three (3) years, which contract will become indefinite upon confirmation in the post after a period of three (3) years
  • The position is subject to a probationary period of twelve (12) months
  • The position carries an annual financial package of €32,921 (in 2023), as well as a yearly performance bonus and additional benefits
  • The result published by the Selection Board shall be valid for a period of one year from the date of publication.

Duties
The objectives of the post are to provide research and reporting assistance to the various bodies of the House of Representatives.

The duties of the successful applicant include:
  • Analysing and preparing appropriate briefings, whether orally or in writing on initiatives originating from any European or other Institution with particular reference to their impact on Malta
  • Analysing and preparing reports/briefings on matters that may be required by any parliamentary committee
  • Attending and participating in parliamentary committee meetings
  • Providing assistance to Maltese parliamentary delegations including accompanying them abroad, if so required
  • Assisting incoming delegations hosted by the Parliament of Malta and other visitors to the Parliament
  • Provide guiding services to visitors to Parliament
  • Communicating with, advising as required and guiding the chairpersons and members of the parliamentary committees on matters falling within their competence
  • Managing effectively key relationships with government departments, professionals, academic entities, and other outside sources of expertise on matters falling within the competence of parliamentary committees; and
  • Generally carrying out any other tasks assigned from time to time by the Speaker, by the Clerk of the House, and/or by the Head of Section.


Eligibility requirements
By the closing time and date of this call for applications, applicants must be in possession of:

  • A recognised bachelor’s degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent*) in Foreign Affairs, European Studies, Economics, Finance, Diplomacy, Political Science, Social Sciences or Law, or in any other field related to the principal areas covered by the standing parliamentary committees, or a recognized comparable qualification.

* A recognised Qualification comparable to 180 ECTS/ECVET credits, as applicable is only accepted subject to an MFHEA formal recognition statement being submitted with the application.

AND

  • Proof of four (4) years of experience in a comparable position
  • Applicants must be of conduct appropriate for the post applied for and must produce a Certificate of Conduct issued by the Malta Police not earlier than one (1) month from the date of this Call for Applications
  • Applicants who, besides the requisites indicated previously, have proven relevant work experience, are capable of working under pressure and have excellent leadership, management and communication skills in both the Maltese and English languages, will be given due consideration
  • Applicants must be eligible to take up their due appointment, in terms of the above, not only by the closing time and date of this call for applications but also by the date of appointment
  • Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements. Moreover, candidates who have not yet formally obtained any of the above-mentioned qualifications will still be considered, provided that they submit evidence that they have been approved for the award of the qualifications in question by the closing time and date of the call for applications.

  • Qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which should be attached to the application. Scanned copies sent electronically are acceptable
  • Original certificates and/or testimonials are to be invariably produced for verification at the interview. Applicants should note the requirement, where applicable, to produce MQRIC recognition statements in respect of their qualifications, or other designated authorities.


Selection procedure:
Eligible applicants will be assessed by a Selection Board to determine their suitability for the post. The maximum mark for this selection process is one hundred (100) marks and the pass mark is fifty (50) marks. The selection procedure may include a practical assessment.
