Position of Professional Officer (Project Management) at The Energy and Water Agency

1.0 Introduction
The Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill in the vacant post of Professional Officer (Project Management) (Grade V) with the Agency.
The Professional Officer (Project Management) will assist the Chief Executive Officer in performing tasks within the EU Funded Projects Unit within the Office of the CEO.
The Professional Officer may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours.
2.0 Duration of Assignment and Conditions
The position of Professional Officer (Project Management) is on a 3-year definite contract basis and subject to a probationary period of 12 months.
3.0 Duties
The duties of a Professional Officer (Project Management) may include inter alia:
- Monitoring, as directed, the implementation of EU-funded projects in which EWA is participating, including (but not limited to) the Clepsydra, Urwan, Locall4Flood and GEMS projects, co-funded under the Interreg EuroMed and Interreg Europe Programmes;
- Supporting the management of EU-funded projects and following the implementation of project activities to ensure milestones, objectives and deadlines are met;
- Support, as directed, the management of the financial aspects of the projects;
- Draft, as directed, all reporting documentation (such as project reports) and processes of EU-funded projects being followed;
- Contribute, as directed, to the implementation of tasks and actions associated to EU funded projects;
- Participate, when required, in project working groups and meetings held both abroad and locally;
- Undertake other tasks related to EU-funded projects as directed by the Senior Professional Executive and the Chief Executive Officer.
4.0 Eligibility requirements
By the closing time and date of this call for applications, applicants must satisfy the following criteria:
Qualification:
A recognised Master’s qualification at MQF Level 7 in Political Studies, European Studies, Finance, Commerce, Banking, Management, Project Management or other comparable qualification;
Or;
A recognised Bachelor’s qualification at MQF Level 6 Political Studies, European Studies, Finance, Commerce, Banking, Management, Project Management or a comparable professional qualification plus two (2) years of relevant work experience.
Furthermore, the applicant would be expected to:
▪ be a person who can work on his/her own initiative;
▪ be able to work within a team;
▪ be flexible in work patterns and also working hours;
▪ have excellent communication skills;
▪ possesses good self-management skills;
▪ be organised and meticulous in his/her work;
Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.
Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from the Malta Qualification Recognition Information Centre, or other designated authorities, as applicable at the application stage.
Additionally, the applicant must be:
a) citizens of Malta; or
b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
e) Third-country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third-country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or
f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.
The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.
The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

6.0 Selection procedure
Eligible applicants will be assessed by management to determine their suitability for the position.
7.0 Salary
The salary for the post of Professional Officer is Grade V of the Energy and Water Agency’s salary structure, which in the year 2024 is €34,900 per annum, including allowances. Additionally, the Professional Officer is also entitled to an annual Performance Allowance of up to a maximum of 15% of the basic salary.
