Position of Professional Executive (Project Management) at The Energy and Water Agency

1.0 Introduction
The Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill in the vacant post of Professional Executive (Project Management) (Grade IV) with the Agency.
The Professional Executive (Project Management) will assist the Chief Executive Officer and the Unit Coordinator in the implementation of tasks within the Project Implementation Unit (Office of the CEO).
The Professional Executive may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours.
2.0 Duration of assignment and Conditions
The position of Professional Executive is on a definite 3-year contract basis and subject to a probationary period of 12 months.
3.0 Duties
The duties of the Professional Executive (Project Management) may include inter alia:
- Ensure that all projects are delivered on-time, within scope, budget and safely;
- Develop detailed project plans to monitor and track progress;
- Manage contractors and service providers for the proper execution of projects according to plan and in line with established best practices, technical drawings and in compliance with applicable laws and regulations and safety best practices;
- Create and maintain comprehensive project documentation by developing and maintaining a database of all technical reports, correspondence, presentations, as fitted / as built drawings, maps, pictures and other project related information;
- Maintain a project implementation diary, carry on-the-spot checks and inspect works being carried out;
- Proactively identify, communicate, effectively resolve or mitigate project and stakeholder related issues;
- Coordinate and/or actively participate in regular site and contractor progress meetings and other meetings as necessary;
- Report on risks, issues, time deviations and escalate to management as needed;
- Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques;
- Approve or endorse certificates for payment;
- Prompt PR activities and ensure effective communication with stakeholders, media and the public;
- Conduct monthly project executive meetings;
- Keep an up-to date assets inventory;
- Attend to commissioning and/or certification activities;
- Coordinate the development of user manuals, training material, and other documents as needed to enable successful implementation and handing over of the project;
- Ensure smooth handing over from the project implementation phase to the operational phase;
- Conduct post-project evaluations to identify areas for improvement and incorporate lessons learned into future projects;
- Draft specifications, initiate procurement, evaluate tender bids and perform contract management for works, services or supplies contracts;
- Compile data and write reports and proposals in fluent English;
- Be willing to attend training both locally and abroad;
- Cultivate a cooperative and supportive team atmosphere;
- Maintain a high level of integrity and discipline with a strong work ethic;
- Undertake any other duties as may be reasonably required from time to time according to the exigencies of the Company.
4.0 Eligibility requirements
By the closing time and date of this call for applications, applicants must satisfy the following criteria:
Qualification:
A recognized Masters’ qualification at MQF level 7 in the field of Business Administration, Project Management, Engineering or Civil Engineering and/or comparable professional qualification, plus five (5) years relevant work experience of which one (1) year must be in a management position comparable to Grade 4 or higher in the Agency.
Or
A recognized Bachelors’ qualification at MQF level 6 in the field of Project Management, Engineering or Civil Engineering and/or comparable professional qualification, plus seven (7) years relevant work experience of which one (3) years must be in a management position comparable to Grade 4 or higher in the Agency.
Specific Experience:
Due consideration will be given to applicants who have a background in the construction sector.
Furthermore, the applicant would be expected to:
▪ be a person who can work on his/her own initiative;
▪ be able to work within and lead a team;
▪ be flexible in work patterns and also working hours;
▪ have excellent communication skills;
▪ possesses good self-management skills;
▪ be organised and meticulous in his/her work.
Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.
Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from the Malta Qualification Recognition Information Centre, or other designated authorities, as applicable at application stage.
Additionally, applicant must be:
a) citizens of Malta; or
b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or
f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.
The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.
The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

6.0 Selection procedure
Eligible applicants will be assessed by management to determine their suitability for the position.
7.0 Salary
The salary for the post of Professional Executive is in Grade IV of the Energy and Water Agency’s salary structure, which in year 2024 is €39,900 per annum, including allowances. Additionally, the Professional Executive is also entitled to an annual Performance Allowance and annual Disturbance Allowance of up to a maximum of 15% of the basic salary.
