1.0 Introduction

The Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill in the vacant post of Officer (Stakeholder Support Unit) (Grade VI) with the Agency.

The Officer (Stakeholder Support Unit) will assist the Chief Executive Officer and the Chief Policy Officer in performing tasks within the Stakeholder Support Unit.

The Officer may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours.

2.0 Duration of Assignment and Conditions

The position of Officer is on an indefinite contract basis and subject to a probationary period of 6 months.

3.0 Duties

The duties of the Officer (Stakeholder Support) may include inter alia:

  • Participate in the review process of schemes and initiatives taken by the Energy and Water Agency
  • Participate in the administrative and financial reporting requirements
  • Participate as required in meetings in Malta and abroad related with the work of the Agency
  • Participate in any project audit which may be carried out by independent auditors and/or the EU Commission
  • Participate in the Coordination of Project related contracts throughout their drafting, tendering adjudication and execution phases
  • Participate in studies/assessments of socio-economic feasibility of schemes and initiatives taken by the Energy and Water Agency
  • Participate as required in Project Management Committees and Administrative Working Groups
  • Support as necessary, the general administration of schemes and initiatives taken by the
  • Energy and Water Agency
  • Participate in technical workshops and stakeholder/public events related to the work conducted at the Agency
  • Assist or Lead as required in developing project reporting tools and the assessment of project status information in order to highlight any deviations from planned objectives and identify the necessary corrective action
  • The preparation of reports and other documentation related to the implementation of schemes and initiatives taken by the Energy and Water Agency as directed by superiors to the officer
  • Undertake any other tasks assigned by the Chief Executive Officer and/or the Chief Policy Officer (SSU) and as required within the Stakeholder Support Unit.

4.0 Eligibility requirements

By the closing time and date of this call for applications, applicants must satisfy the following criteria:

Qualification:

MQF Level 6 in the field of International Relations and Sociology, Social Policy or other comparable qualifications.

Be fluent in the use of English and Maltese languages (an MQF Level 3 certificate in both subjects in one of the two languages is required)

Specific Experience:

Due consideration will be given to applicants who:

  • have participated in the implementation of projects financed under EU funding programmes
  • have experience in Public Service management and procedures
  • have had exposure to the industry and services sector
  • have A’ Level of science subject like Physics or Chemistry.

Additional eligibility requirements (upon application stage):

Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from the Malta Qualification Recognition Information Centre, or other designated authorities, as applicable at application stage.

Additionally, applicant must be:

a) citizens of Malta; or

b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3)

thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or

f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

6.0 Selection procedure

Eligible applicants will be assessed by management to determine their suitability for the position.

7.0 Salary

The salary for the post of Officer in Grade VI of the Energy and Water Agency’s salary structure, which in year 2025 is €28,121 per annum, including allowances. The Officer is also entitled to a Professional/Competency allowance starting at €2,000 following the successful completion of the probation period and to an annual Performance Allowance of up to a maximum of 15% of the basic salary.
