About Department 

The Programme Management & Quality Assurance office is responsible for the setting up of a single, centralised framework, designed to ensure the implementation and delivery of key organisational projects and other change initiatives within the Authority. Programme Management is responsible to define best practice within the Authority and aims to standardize quality assurance and change management activities thus introducing economies of repetition in the execution of projects. The Programme Management team is key towards ensuring the completion of projects within budget and in the established timeframes. 

 

About the Role 

As an Assistant Manager you will be involved in assisting strategic planning, resource management, and providing guidance as required. You will also handle specific project tasks and ensure smooth project execution, and will be primarily responsible for: 

  • Serving as the central point of contact for project stakeholders to understand, gather, and analyse their business requirements, 
  • Analysing, evaluating, and documenting business requirements. Performing gap analysis as necessary, 
  • Leading various workstreams as part of a portfolio of projects undertaking Project Management activity whenever required, 
  • Promoting a positive change management culture within project teams, 
  • Assisting Project Managers in translating project scopes into actionable plans, 
  • Managing stakeholder demands through direct and frequent interactions and negotiations, 
  • Monitoring ongoing tasks to ensure timely completion and working closely with decentralized project owners, 
  • Providing continuous business support to end-users throughout the project lifecycle, 
  • Identifying project-related risks, suggesting mitigation strategies, and ensuring timely escalation, 
  • Supporting Senior Management in the decision making process, providing feedback and recommendations as necessary, 
  • Mentoring team members by providing guidance, feedback, and motivation throughout the project lifecycle, 
  • Any other tasks required by the day-to-day exigencies of the Function 

 

About You 

You have:

  • A solid academic background in business, IT, and/or change management, or an equivalent professional qualification. in a relevant field of study at National Qualification Framework Level 6 or higher, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a comparable professional qualification. 
  • A minimum of six (6) years of working experience in a Project Management or Change Management environment, demonstrating management skills with a proven ability to lead project teams or related experience. 
  • In the absence of a recognised University Degree, you will have at least eleven (11) years of relevant experience. 

 

Knowledge, Skills, and Experience Required 

  • Proficiency in change implementation, requirements definition, and stakeholder relationship management, 
  • Strong documentation and presentation skills, 
  • Effective communication skills with various stakeholders, 
  • Adaptability to change and strong problem-solving skills, 
  • Ability to facilitate both remote and face-to-face meetings, 
  • Good negotiation skills, 
  • Team-oriented with a focus on promoting team spirit, 
  • Accuracy and systematic approach to work, 
  • Experience with JIRA is considered an asset.
