Job details: In the role of Team Manager within the PR & Communications Team, the Officer is responsible to manage the office and deliverables under the area of responsibility in line with the aims and objectives of the Authority and provide support to the directorates of the Authority.

• Managing, developing, implementing and monitoring PR & Communication strategies, plans, reports and process to support policy implementation, raise awareness, provide information and ensure active participation;

• Manage, organize, facilitate and support PR and Communications activities, functions and events;

• Manage, compose and establish press releases with relevant story pitches;

• Design PR and Communications plans and media campaigns, including use of all recognized media, as applicable;

• Manage and carry out market-based research and assessments;

• Review implementation of ERA policies and propose new communication tactics to ensure implementation of the Authority’s aim, scope and Business Plan;

• Manage and deliver information in line with quality assured system and legislation, whether in verbal or published format;

• Coordinate with the line superior, Management and relevant Directorates and Unit in relation to PR and Communications and act as a contact point on communications and PR Matters;

• Ensure adequate follow-up of events and public consultation processes;

• Lead and manage meetings with external parties relevant to PR and Communications;

• Manage events to foster inclusion awareness in environment within the Authority, stakeholders and general public;

• Contribute and advise on various PR aspects including potential crisis situations;

• Manage research on media coverage, public interest, target audience, profiles and other communication sources for the effectiveness of communication and PR efforts;

• Manage, write, edit and coordinate Authority publications including the in-house magazines, journals, articles and annual reports;

• Develop and, or assist in the development of the Annual Report and the reporting of environmental indicator trends and analyses;

• Gather and analyze various media reportage;

• Manage, monitor and advise on information arising from Facebook, Twitter, Linked In and other social media sites and authorize replies within the appropriate timelines;

• Manage and support the creation, populations, maintenance and monitoring communication and PR databases in line with legal requirements to facilitate the drafting of reports and to contribute to authority projects targeting policy implementation, awareness raising and active participation and manage public consultation processes;

• Ensure legal compliance on PR and Communication matters;

• Supervise the researching, writing and distributing of press releases to the appropriate channels;

• Manage, lead, develop, create and coordinate media and marketing campaigns, including inter alia aspects linked with social and printed media;

• Manage, develop, create and manage text and images for the printing of publications and press releases including speech writing, reporting, script writing, transcribing, editing, proof reading, page layout and presentation, translation from Maltese and English and vice versa, proof reading, and the following up of printing procedures at authorized print establishments;

• Conduct market-based research and assess outcomes, proposing changes to current systems to ensure adequate awareness and communications;

• Assess policies and documents of the Authority so as to identify PR and communication issues and propose suggestions and recommendations for amendments;

• Contribute to assist in relation to national and international commitments linked with PR and communications for Malta;

• Manage, organize and facilitate in the setting up of various Authority events including press conferences, exhibitions and educational campaigns;

• Assist in relevant Ministerial, press and other media requests and the gathering of respective data; 

• Coordinate and review terms of replies to external queries according to the Authority procedures and in line with legislation in this sector; and

• Manage the production of brochures, handouts, leaflets, promotional material and other multimedia programmes.

Job entry requirements:

Qualifications: A minimum Bachelors Degree (MQF Level 6) with a minimum total of 180 ECTS credits in any environmentally relevant social, natural, or applied science in any of the following: Communications, Diplomatic Studies, Public Relations, Marketing, Public Policy and Political Science, Environmental Conservation, Environmental Management, Environmental Sciences, Planning or comparable qualification as recognized by MFHEA. Education degrees in identified subjects are also considered as eligible; or

Alternatively in case of no first Degree, a Masters Degree (MQF Level 7) with a minimum total of 90 ECTS credits in any environmentally relevant social, natural, or applied science in any of the following: Communications, Diplomatic Studies, Public Relations, Marketing, Public Policy and Political Science, Environmental Conservation, Environmental Management, Environmental Sciences, Planning or comparable qualification as recognized by MFHEA. Education degrees in identified subjects are also considered as eligible.

This job specification requires the candidate to be able to communicate effectively both verbally and in writing in Maltese, therefore a minimum ‘O Level’ in Maltese and English are required.

Experience: A minimum of 5 years post-graduate experience in communications, public relations, marketing and, or environment and/or resource management; and

Experience and demonstrated proficiency in report writing, an ability to acquire rapid in-depth knowledge, creativity; good communication skills; organising events; writing story pitches; speech and press release writing; conducting and assessing market research; and designing PR Plans and media campaigns; will be considered as assets for the post.

Skills and Attributes: Interpersonal, Leadership, Communication, Methodological, Assertiveness, Self Motivation, Ability to formulate recommendations and a demonstrated track record of goal and achievement orientation.
