Malta Financial Services Authority is currently looking to recruit a Senior Legal Officer to join their team on a full-time basis.

About the Department:
The Insurance and Pensions Supervision is responsible for the prudential supervision of insurance companies, insurance intermediaries, retirement schemes, retirement funds and retirement service providers. The team employs professionals with a varied background and comprises skills relating to insurance, pensions, accounting, legal, quantitative analysis, actuarial, compliance and others.

About the Role
As Senior Legal Officer your tasks will include:

  • The coordination and transposition of European Union Legislation related to Insurance and Pensions Directives, Regulations, and Guidelines, falling within the remit of IPSU
  • The development of legislation relating to insurance and pensions licence holders to address market developments and legislative changes arising from EU Legislation in these sectors, including, the preparation of consultation papers and feedback statements to the market
  • Preparing and coordinating responses about European institutions’ legislative proposals as well as eventual transposition into Maltese legislation
  • Representing IPSU in meetings that are held locally and/or overseas and assisting with the analysis and preparation of comments on documents discussed in various Working Groups, Transposition Workshops and Task Forces
  • Providing legal advice with issues emanating from the ongoing supervision process of insurance and pensions services licence holders and licensed retirement schemes
  • Provide support to the Unit about the application of laws, regulations and rules relating to Insurance and Pensions
  • The possible involvement in on-site compliance visits
  • To attend sittings at the Tribunal or Court, as necessary
  • Supervise more junior staff as required
  • Any other ad hoc assignments related to specific regulatory and supervisory issues that arise from time to time and to report on the outcome of such assignments as may be appropriate and necessary.

About You:
We are looking for lawyers in possession of a warrant to practice the legal profession in Malta, with a sound knowledge of financial services legislation and familiarity with the financial services regulatory framework. A relevant Post-Graduate Degree would be considered as an advantage. Possession of a postgraduate degree in a discipline relevant to the financial services sector would be considered an asset.

The role requires a University of Malta Degree in Law (LL.D or Master of Advocacy level) or a comparable recognised legal qualification at National Qualification Framework Level 6 or better duly certified by the Malta Qualifications Recognition Information Centre (MQRIC). You will also possess a minimum of five (5) years working in a legal environment and/or within the financial services area for several years. Candidates with longer working experience relevant to the role will be preferred.

If you do not have the necessary academic or professional qualifications but you have at least ten (10) years of working experience, we would still be interested in speaking with you. Candidates with longer working experience relevant to the role will be preferred.
