About Conduct Supervision:
Conduct Supervision is responsible for the setting up and implementation of the regulatory framework aiming to secure appropriate consumer protection in operations of licence holders in the financial services industry. The Conduct Supervision section is a relatively newly-formed team which is projecting growth as it is gradually assuming a cross-sectorial function inter alia covering under its remit supervision in conduct of credit institutions, insurance entities and investment firms.

The Role:
As an Analyst, you will be joining the Policy Team within the Conduct Supervision Function. You will be expected as a minimum to be responsible for performing the following tasks:
  • Provide and assist in any tasks for the purposes of acting as a technical point of reference to teams within Conduct Supervision Function with respect to legal interpretation and adherence to applicable rules and regulations in Malta. You will be expected to assist with providing efficient and professional advice on policy, regulatory, and legal matters and contribute to the various duties that are undertaken by Conduct Supervision;
  • Take responsibility for the drafting of and amendments to conduct of business rules applicable to entities falling within the remit of Conduct Supervision and drafting of Maltese legislation and rules as may be necessary for the  transposition and implementation of cross-sectoral EU law relevant in the context of Conduct Supervision Function’s mandate;
  • Providing, reviewing, and overseeing internal legal advice, amendments and enhancements to national legislative framework, and preparation of legal positions on regulatory issues pertaining to the financial services sector;
  • Apply sound judgement in carrying out your role and assist in the development of direct reports;
  • Engage and address any regulatory issues that may arise and assist in handling cross-sectoral queries, in particular those arising from the industry in relation to the interpretation and implementation of conduct of business rules;
  • Undertake legal research and analysis of relevant financial services law and contribute to the preparation of replies to conduct-related surveys, as necessary from a Conduct Supervision perspective; and
  • Undertaking any other tasks or projects as delegated by senior management in line with the exigencies of the Conduct Supervision Function and the Authority.

About You:
We are looking for candidates with a solid academic background in financial services/law or in any other related background considered relevant to this post. A sound knowledge of financial services legislation and familiarity with the financial services regulatory framework would be considered as an asset.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

Preference shall be given to candidates who demonstrate depth and range of experience in the area of financial services and who possess one or more of the following:

  • A University of Malta Degree in Law (LL.D or Master of Advocacy level) or a comparable recognised legal qualification);
  • Relevant professional experience within the financial services industry,
You will also possess a minimum of three (3) years working experience in the area related to the role. Candidates with longer working experience relevant to the role will be preferred.
