SCAR Agency Ltd in Malta is currently looking to recruit a People and Culture Executive to join their team on a full-time basis.

Overview:

We are seeking a highly skilled and motivated People and Culture Executive to join our dynamic team. The successful candidate will be responsible for driving key HR functions, including recruitment, payroll management, employee engagement, and general administration, while also cultivating a positive organizational culture. This role requires a strategic and hands-on leader who can balance daily HR operations with broader, people-focused initiatives.

Key Responsibilities

  • Talent Acquisition & Recruitment:
    • Lead the end-to-end recruitment process, from drafting job descriptions to on-boarding new hires, ensuring a high-caliber selection of candidates aligned with the company’s growth objectives and values.
  • Payroll & Compensation Management:
    • Oversee the preparation and processing of payroll in compliance with company policies and statutory requirements, utilizing Indigo Payroll Software to ensure accuracy and timeliness.
  • Company Culture & Employee Engagement:
    • Champion a positive, inclusive, and performance-driven company culture. Implement initiatives that enhance employee engagement, retention, and overall satisfaction, ensuring alignment with the company’s mission and values.
  • Residence Permit Applications for Non-EU Employees:
    • Manage the full process of Single Permit Applications for non-EU employees, ensuring strict adherence to Maltese immigration laws and timely processing of applications.
  • Performance Management:
    • Design and execute the performance review process, providing managers with tools and guidance to offer constructive feedback, and supporting employees' career development and professional growth.
  • HR Analytics & Reporting:
    • Generate and analyze HR metrics, providing data-driven insights to senior management on workforce trends, performance, and areas of improvement to drive organizational success.
  • Training & Development:
    • Develop and implement training programs that support employee learning and development. Identify key areas for skill enhancement, and provide ongoing development opportunities to help employees advance in their careers and align with company goals.
  • Administrative Oversight:
    • Execute general HR administration duties, ensuring efficient day-to-day operations within the department, including document management, employee records, and contract administration.
  • Policy Development & Management:
    • Create, update, and implement policies related to personnel, ensuring that all company policies are compliant with local laws and regulations. Manage the company’s policy process, including policy dissemination, training, and updates, ensuring that all employees are informed and adhere to established guidelines.
  • Employee Relations:
    • Serve as the primary point of contact for all employee-related queries and issues, fostering a supportive and confidential environment while ensuring compliance with internal policies and local labor regulations.

Qualifications & Requirements:

  • Bachelor’s Degree in Psychology, Human Resources, Business Administration, Economics, Sociology, or a related field
  • Extensive knowledge of Maltese employment law and statutory regulations
  • Expertise in the Single Permit Application process for non-EU employees, with the ability to handle complex cases and compliance issues
  • Proficiency in Microsoft Office Suite and advanced familiarity with Indigo Payroll Software
  • Strong project management skills with the ability to prioritize tasks effectively and manage multiple projects concurrently
  • Exceptional interpersonal and communication skills, with a proven ability to engage with all levels of the organization
  • High level of discretion, confidentiality, and ethical standards in handling employee matters.
