POST OF USHER I IN THE HOUSE OF REPRESENTATIVES, PARLIAMENT OF MALTA

1. The Parliamentary Service invites applications from Maltese citizens for the post of Usher I in the House of Representatives, Parliament of Malta.
2. Terms and Conditions
2.1 The selected applicant will be appointed to Usher I with the Parliamentary Service on a full-time basis.
2.2 The position of Usher I is subject to a definite contract period of three (3) years, which contract will become indefinite upon confirmation in the post after a period of three (3) years.
2.3 The position is subject to a probationary period of six (6) months.
2.4 The position carries an annual salary of €18,829 (in 2024), as well as a yearly performance bonus and additional benefits.
2.5 The result published by the Selection Board of the Parliamentary Service shall be valid for a period of one year from the date of publication.
3. Duties
3.1 The aim of this post is to provide clerical and administrative assistance as required by the Parliamentary Service.
3.2 The duties of the post of Usher I may include:
a) providing marshall duties during parliamentary sittings and parliamentary committee meetings, which include, amongst others, maintaining order, and assisting in the preparation of the plenary Chamber and committee rooms;
b) distributing documentation pertaining to plenary sittings, committee meetings, and other events hosted by the Parliament of Malta;
c) coordinating and conducting visits to the Parliament Building;
d) providing reception duties;
e) providing messenger duties which include:
i. operating office equipment;
ii. driving duties;
iii. any other duties that may be assigned from time to time by the Head of Section and/or the Clerk of the House.
4. Eligibility
4.1 By the closing time and date of this call for applications, applicants must be:
4.1.1 In possession of MQF 3 passes in three (3) subjects (at least Grade 1-5) at ordinary level including Maltese, English, and IT; and
4.1.2 In possession of a valid Category B Driving License (Manual and automatic transmissions).
4.2 Applicants must produce a Certificate of Conduct issued by the Malta Police no more than one (1) month from the date of this Call for Applications.
4.3 Applicants must be able to communicate well in Maltese and English languages.
4.4 Due consideration will be given to applicants who, in addition to the requisites indicated in paragraph 4.1, have relevant work experience, are able to work under pressure, and have the ability to work within a team.
4.5 Applicants must be eligible to take up their due appointment, in terms of paragraphs 4.1, 4.2, and 4.3 above, not only by the closing time and date of this call for applications but also by the date of appointment.
4.6 Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements. Moreover, candidates who have not yet formally obtained the qualifications mentioned in paragraph 4.1, will still be considered, provided that these qualifications are recorded in the Curriculum Vitae, and evidence is submitted to show the approval for the award of the qualifications in question by the closing time and date of the call for applications.
5. Documentation
5.1 Qualifications and experience claimed must be supported by certificates and/or documents, copies of which should be attached to the application. Scanned copies sent electronically are acceptable.
5.2 Original certificates and/or documents are to be invariably produced for verification at the interview. Applicants should note the requirement, where applicable, to produce MQRIC recognition statements in respect of their qualifications.
6. Selection Procedure
6.1 Eligible applicants will be assessed by a Selection Board to determine their suitability for the post. The maximum mark for this selection process is one hundred (100) marks and the pass mark is fifty (50) marks. The selection process may include a practical assessment.

7.2 Applications received after the closing date and time will not be considered.
