About the Department

The Investment Services Supervision Function is responsible for the authorisation and supervision of investment services licence holders and recognised persons, particularly investment firms, asset managers and collective investment schemes. Through its supervision, the function assesses compliance with prudential requirements stemming from European Directives and local legislation. It also examines the adequacy of systems and controls, governance arrangements, and risk management within licensed or notified entities under its remit. To support its supervisory work, the function actively participates in European Commission and European Supervisory Authorities’ committees and working groups, contributing to the development of policy and legislation within its scope.

About the Role

As a Junior Analyst within the Investment Services Supervision, you will be expected to carry out the following tasks:

  • Act as a relationship manager for a portfolio of licence holders (funds, asset managers, depositaries and recognised persons), corresponding directly with these counterparties, and escalating findings as necessary;
  • Perform reviews to observe the level of compliance by licence holders with the applicable regulatory standards and regulatory obligations emanating from the relevant EU directives;
  • Undertake reviews of financial regulatory returns, annual reports and audited financial statements and analyse other data/packs forming part of the offsite supervision.
  • Take ownership of diary management in relation to offsite supervision and ensure prompt follow up of regulatory returns which are not submitted when sue and update Management information in a timely manner;
  • Attend and assist the Team on onsite interactions conducted on Licence Holders under the relationship allocation of the analyst; and
  • Undertake other supervisory tasks or projects as delegated by line management.

About you

We are looking for candidates with solid academic background which may be considered as relevant to this post. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

If you do not have the necessary academic or professional qualifications but you have at least five (5) years of relevant experience in a compliance or an investigative and/or analytical environment, we would still be interested in speaking with you. The ideal candidate should demonstrate the following skills/experience:

  • Self-driven and ability to multi-task and meet deadlines;
  • Ability to prioritise and deliver quality work under pressure;
  • Attention to detail and strive for quality and accuracy of reports raised;
  • Excellent verbal and communication skills;
  • Ability to build collaborative working relationships, including internally within the Authority as well as with external stakeholders;
  • Sound analytical skills; and
  • A basic understanding of the operations of Asset Managers, Investment Managers, and Collective Investment Schemes.
