The British High Commission (BHC) in Malta is part of a worldwide network, representing British political, economic and consular interests overseas and is now looking to recruit a Corporate Services Manager (CSM).
The Corporate Services Manager (CSM) will provide overall management and oversight to corporate services in the British High Commission (BHC); leading an efficient, cost-effective and professional team to deliver corporate services to all partners on an expanded platform of 14 UK Based-staff and families.
As the driving force for corporate delivery, the jobholder will provide strategic direction as a core member of the senior leadership team and OneHMG (His Majesty's Government) Leadership Committee, providing corporate, financial and service delivery information to inform decision making.
This role will lead and develop a Corporate Services team of six officers, plus oversight of outsourced service providers.
Roles and responsibilities:
Strategic Leadership 20%
To provide strategic leadership, oversight and planning in support of the High Commission’s corporate agenda.
Provide advice to the High Commissioner, Deputy High Commissioner and High Commission Management Board
Actively build and deepen relationships with key stakeholders internally, within regional and global hubs and with external partners to facilitate the delivery of the High Commission’s corporate objectives and ensure corporate knowledge is current.
Lead and monitor the delivery of corporate services against the British High Commission Valletta Corporate Services Charter.
Ensure local policies are reviewed and aligned to FCDO guidance and local law and fully adopted and implemented by all partners on the platform.
Delivery 50%
Effective Management of the platform (currently supporting 14 UKBS from different government departments) and support regional teams.
Oversee all corporate delivery across finance, HR, and protocol working closely with the regional HR, finance and procurement hubs and the Global Processing Transaction Centre (GTPC). Ensure full use of self-service access to corporate services and regionalised services.
Direct the management of the estate, ensuring that UK and local standards are met through planned and reactive maintenance and in compliance with corporate procedures, including local and UK health and safety regulations and policy.
Act as the ‘intelligent client’, identifying requirements, appropriate service level agreements and key performance indicators to manage and monitor supplier contracts.
Oversee the local delegated budget in accordance with corporate policies to ensure on-budget expenditure and value for money.
People 25%
Lead on the reviews of terms and conditions of service and pay and benefits for country-based staff (CBS), ensuring compliance with local labour law.
Provide guidance and act as an escalation point on staff matters for diplomatic and CBS, including housing, and other management issues. Facilitate dispute resolution, proposing solutions to senior management as necessary, working with specialist HR and other expert advisers.
Champion and embed a collaborative and inclusive culture, modelling BHC values.
Ensure all members of the corporate services team have the required skills to perform their roles.
Resilience 5%
Respond to operational crisis, providing leadership and flexing team prioritisation as required.
Ensure the High Commission has the IT infrastructure and back-up systems to ensure resilience.
Ensure wellbeing and engagement are maintained within the corporate services team, seeking regular feedback and embedding BHC values.
Essential qualifications, skills and experience
Fluency at C1 level in English, according to CEFR*, or equivalent.
Minimum 3 years of middle management experience working for international organisation, preferably with direct involvement in HR and /or Finance policy and oversight
Experience in managing teams
Strong communication and interpersonal skills
Experience in managing a quality service
Desirable qualifications, skills and experience
Maltese language skills
Finance and/ or HR qualifications or relevant experience

This is a full-time, fixed-term contract of 12 months with possibility of extension.
