The Authority has a vacancy in the post of Enforcement Officer I.
To assist the Senior Enforcement Officer of the Compliance and Enforcement Directorate in the achievement of the agreed objectives as set out in the Business Plan. To implement approved policies, procedures and practices of the Directorate.
Duties and areas of Responsibilities:
Regularly monitoring development underway to ensure that it takes place in accordance with permission granted and issuing of development certificates of completion, and detecting unauthorised development.
Ensuring the proper service of enforcement notices and carrying out regular visits to review activity following determination of development permit applications, recommending action where appropriate and maintaining all necessary case files, reports and system up-dates on enforcement information system.
Investigating complaints and alleged breaches of conditions imposed in development permits and drafting of relative responses to complainants.
Giving advice to, and conducting discussions/negotiations with those potentially in breach of planning control on appropriate measures to rectify/regularise position.
Preparing reports, taking photographs and compiling site histories including maintaining, up-to-date statistical information.
Liaising closely with Area Development Control Directorate and obtaining advice as to whether remedial action is possible, or whether the development is wholly unacceptable in terms of current policies.
Liaising with other entities and if the case may be propose enforcement action through the police and Planning Authority, and obtain its approval or, in cases of urgency, the approval of the Director for Compliance and Enforcement; representing the Directorate at legal hearings and following approval, liaising with all involved parties on the proposed remedial actions.
Exercising such powers as are embodied in planning and other related legislation to enforce the decisions of the Planning Authority; notifying architects and such other parties as may be involved of the remedial action or. in appropriate cases, that the work must be stopped and the development removed.
Taking such action as may be necessary to recover payments due to the Authority by third parties, except for the physical handling of money, in all its forms.
Liaise closely with legal counsel on procedures pertaining to court cases and the Environment and Planning Review Tribunal and give evidence where required, including the formulation and presentation of affidavits.
Carrying out related subsidiary and ancillary tasks within the normal flexibility of the job.
Applicants should have:
Qualifications:
Six (6) recognised qualifications at MQF level 3 that include European Computer Driving Licence (ECDL) or Autocad, Maltese and English.
OR
Five (5) recognised qualifications at MQF level 3 that include European Computer Driving Licence (ECDL) or Autocad, Maltese and English, and a minimum of three (3) years experience in law enforcement.
OR
A Diploma at MQF level 5 in either Planning, Architecture, Environmental or Social Sciences or any related subject.
Skills:
Ability to communicate in verbal and written Maltese and English. Ability to withstand pressure, and act with tact and firmness in challenging situations.
Experience:
Experience in Customer Relations, report writing, and knowledge in plan interpretation will be considered as an asset.
