About the Department

The Capital Markets Supervision Function oversees financial markets to ensure investor protection and orderly markets. This is achieved through various policy and supervisory work done at the stages of primary market, secondary market and post-trading. The Capital Markets Supervision Function’s responsibilities include the processing of applications for admissibility to listing on regulated markets in Malta, the approvals of prospectuses in terms of the Prospectus Regulation, the supervision of the continuing obligations of companies having securities listed on regulated markets in Malta, the supervision of markets to identify any market abuse, the authorisation and supervision of trading venues, central securities depositories and crowdfunding platforms, the supervision of financial and non-financial entities falling under the scope of EMIR and SFTR, the data quality assurance of submissions made under EMIR, SFTR, MiFIR and CSDR, the supervision of administrators, contributors and users of benchmarks in terms of the Benchmarks Regulation and the oversight of activities in terms of the Securitisation Act and the Securitisation Regulation. Capital Markets Supervision is also actively involved in various other initiatives such as the DLT MTF Pilot Regime.

About the Role

Within this role you will be joining as a Deputy Head at Grade 5 level, within the Capital Markets Supervision Function.

Your work will require that you are involved in various areas relating to the regulation, authorisation and supervision of listed entities. Duties will include:

  • Leading and be the main point of contact for a team responsible for the authorisation for admissibility to listing and supervision of listed entities
  • Contribute to the development of the capital markets in Malta including improving the overall quality and compliance culture of sponsors, issuers and applicants seeking a listing on the Maltese markets;
  • Participate in formulating strategy and ensuring responsibility and ownership of strategic initiatives aligned with the Authority’s objectives;
  • Exercise supervisory judgement in handling complex cases, challenging listed entities and ensuring that issues are dealt with expeditiously
  • Lead, manage and mentor a team of professionals
  • Develop and maintaining a strong working relationship with different functions within the Authority to support the delivery of its objectives
  • Representing the MFSA in relevant local, EU and international fora and engage with other competent authorities as necessary;
  • Deputise for the Head of Capital Markets Supervision as may be required from time to time;
  • Undertake such other tasks as may be directed from time to time by the Head and/or the senior leadership team.

About you

We are looking for candidates who are eager to join an enthusiastic team with a passion for Capital Markets. You should have a solid academic background which may be considered as relevant to this post.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.n

You will also possess a minimum of six (6) years working in the area of financial services and/or compliance with financial services regulation in a senior role.

If you do not have the necessary academic or professional qualifications but you have at least ten (10) years of relevant senior experience in the area of financial services and/or compliance with financial services regulation and/or trustee and fiduciary services, we would still be interested in speaking with you.

  • Strong organisational and governance awareness, with attention to risk management, controls, and accountability.
  • Resilience and adaptability in responding to regulatory change, market developments, and evolving supervisory expectations.
