About the Department

Banking Supervision is responsible for the oversight of licensed banking activities in Malta. This oversight includes off-site and on-site examinations of licensed institutions applying a risk-based approach. The ultimate objective is to ensure that these licensed institutions comply with all regulations and licence conditions, whilst having the necessary corporate governance and control structures in place.

Supervision of both Significant Institutions, which is carried out together with the European Central Banks through the Single Supervisory Mechanism, and that of Less Significant Institutions through the SREP procedures, is executed by the banking Supervision team.

Banking Supervision is also responsible for policy advice and development both within the MFSA and to external stakeholders, to consistently and effectively apply local legislation and transpose EU legislation and guidelines issued by the European Banking Authority.

About the Role

Within this role you will undertake analytical duties related to on-site inspections conducted by Banking Supervision. The selected applicant would be required to undertake the following duties:

  • Form part of joint on-site inspection teams on ECB instigated Missions at SI's comprising team members from the ECB itself and/or other SSM jurisdictions;
  • Form part of MFSA instigated onsite inspections at LSIs as part of an MFSA inspection team;
  • Lead teams on certain inspection exercises at small LSIs, depending on the exigencies of the Section;
  • Monitor the level of compliance with applicable regulatory standards of the licence holders and eventually the regulatory obligations emanating from the ECB/local banking and financial institutions legal framework;
  • Take part in meetings with bank officials during the course of onsite inspections or in anticipation and as a follow-up to such onsite inspections;
  • Review documentation during an onsite inspection, analyse such documentation and contribute towards the compilation of relative reports and assessments;
  • Plan visits, liaise with team members continuously before, during and post the onsite review and coordinate the work done by the whole team in order to draw up the onsite inspection report following the end of the review;
  • Ad hoc assignments related to specific regulatory and supervisory issues that arise from time to time and to report on the outcome of such assignments as may be appropriate;
  • Share information and assist other sections within Banking Supervision and also other functions within the Authority;
  • Represent the Authority or contribute towards the operation of regulatory committees and working groups operating within the SSM, EBA or similar overseas regulatory bodies and also within the local financial services sector;
  • You will also be expected to undertake any other duties that may arise depending on the exigencies of Banking Supervision and the Authority.

About you

We are looking for candidates with solid academic background which may be considered as relevant to this post. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

You will also possess a minimum of three (3) years prior experience in a related areas. If you do not have the necessary academic or professional qualifications, but you have at least seven (7) years of relevant experience, we would still be interested in speaking with you.

Skills and competencies:

  • Strong knowledge of the Single Supervisory Mechanism (SSM), banking regulation and prudential supervision;
  • Proven ability to assess and interpret complex financial and risk data, engage effectively with supervised institutions, and contribute to supervisory decision-making;
  • Analytical, detail-oriented, and methodical, with the ability to exercise sound judgement under pressure and manage multiple priorities;
  • High level of integrity, professionalism, and accountability, with strong communication skills and the ability to collaborate effectively with internal and external stakeholders.
