Position of Clerical Officer (Administration) at the Energy and Water Agency

1.0 Introduction

The Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill in the vacant post of Clerical Officer (Administration) (Grade VIII) with the Agency.

The Clerical Officer will assist the Chief Policy Officer (Water) and the Senior Professional Executive (Stakeholder Support) as part of the Water4All Project.

The Clerical Officer may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours.

2.0 Duration of assignment and Conditions

The position of Clerical Officer is 3-year definite contract basis and subject to a probationary period of 6 months.

3.0 Duties

The duties of the Clerical Officer may include inter alia:

- Performs work related to the administration of schemes and initiatives set up by the Agency.

- Provide support to EWA staff on data collection for specific activities.

- Assist with the inputting of data and analysis.

- Participate in relevant meetings, workshops, and conferences to represent the organization.

- Assist in the preparation and maintenance of reports and documents

- Assist with the management of equipment supplies and the inventory.

- Attend briefings and meetings as requested.

- Any other task requested by the Chief Executive Officer.

4.0 Eligibility requirements

By the closing time and date of this call for applications, applicants must satisfy the following criteria:

Qualification:

A minimum of three certificates at MQF Level 2, one being in a Language Subject (Maltese or English), and another in a Science Subject or Mathematics, with two (2) years relevant work experience.

Specific Experience:

Due consideration will be given to applicants who have;

- Experience in tasks related to the administration of schemes.

- Knowledge of administration in Research and Innovation projects or initiatives.

- The inputting and management of data.

Furthermore, the applicant would be expected to:

▪ be a person who can work on his/her own initiative;

▪ be a person who is willing to carry out fieldwork and field data collection activities

▪ be able to work within and lead a team;

▪ be flexible in work patterns and also working hours;

▪ have excellent communication skills;

▪ possesses good self-management skills;

▪ be organised and meticulous in his/her work.

Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.

Additional eligibility requirements (upon application stage):

Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from the Malta Qualification Recognition Information Centre, or other designated authorities, as applicable at application stage. Applications submitted without the MQRIC certificate will not be considered for shortlisting.

Additionally, applicant must be:

a) citizens of Malta; or

b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or

f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

6.0 Selection procedure

Eligible applicants will be assessed by management to determine their suitability for the position.

7.0 Salary

The salary for the post of Clerical Officer in Grade VIII of the Energy and Water Agency’s salary structure in year 2026 is €18,371 per annum.
