Technology is at the core of the knowledge-based organisation. It enables MFSA's strategic and operational objectives to be achieved efficiently and effectively.The Technology team leverages cutting-edge technology, industry standards and methodologies to provide reliable services to the rest of the organisation and the financial services sectors interacting with the Authority electronically. It is responsible for technology design, information security, development, integration and delivery of all information and communications infrastructure, platforms and services, working with technology vendors and partners.The Technology team is made up of professionals specialised in relevant areas that include governance and planning, infrastructure and service management, information systems, and security. Officials from Technology also participate and give their contribution in several European committees, expert groups and industry fora.

About the Role

The selected candidate will be a contributor expert in a team dedicated to the management of platforms that underpin MFSA's day-to-day operations: Microsoft SharePoint, Microsoft Exchange, Microsoft SQL Server, and the Authority's hyperscale cloud estate on AWS and Azure. This is a deeply hands-on technical role combining platform engineering, cloud architecture, and operational ownership of mission-critical services. As a Cloud and Enterprise Platforms Technical Expert, you will be expected to carry out the following tasks:

  • Architect, deploy, and operate the Authority's hyperscale cloud estate across Amazon Web Services (AWS) and Microsoft Azure, covering landing zones, networking, identity (IAM / Entra ID), security guardrails, monitoring, backup, and cost governance;
  • Administer Microsoft SharePoint, both on-premises (SharePoint Server farms) and SharePoint Online, including site provisioning, permissions, content services, governance, search, migrations, and integration with Microsoft 365;
  • Administer Microsoft Exchange (on-premises and Exchange Online in hybrid configuration), including mail flow, transport rules, anti-spam and anti-phishing controls, mobile access, journaling, archiving, and disaster recovery;
  • Manage the platform engineering of the Authority's Microsoft SQL Server estate by overseeing installation, patching, engine and infrastructure-level performance tuning, security hardening, backup and restore strategies, and high-availability / disaster-recovery configurations including Always On Availability Groups, log shipping, and replication;
  • Lead the technical execution of cloud migration and modernisation projects, lifting, re-platforming, and re-architecting legacy on-premises workloads to AWS and Azure using modern patterns (containerisation, Kubernetes, serverless, infrastructure as code);
  • Implement secure-by-design configurations across all owned platforms and ensure ongoing alignment with MFSA's regulatory and security obligations (DORA, GDPR, ISO 27001);
  • Author and maintain authoritative architecture diagrams, runbooks, operational procedures, and disaster-recovery documentation for all in-scope platforms;
  • Provide technical support to the wider Information Systems function, troubleshoot complex incidents, and act as escalation point for the Senior Applications Officers and Applications Assistant Expert;
  • Promote knowledge sharing by supporting team members in platform engineering, cloud, and Microsoft enterprise technologies, contributing to the team’s overall technical growth;
  • Evaluate emerging technologies relevant to the Authority's platform estate, perform proofs-of-concept, and present findings and recommendations to the management team;
  • Contribute to tender preparation, vendor evaluation, and supplier management for cloud, platform, and database services;
  • Undertake any other duties as assigned by the Head and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.

About you

We are seeking a deeply technical platforms and cloud expert with strong hands-on experience across Microsoft enterprise technologies and hyperscale clouds, the rigour to operate mission-critical services in a regulated environment, and the maturity to act as the Authority's technical authority on the platforms in scope.

The role requires an academic qualification in Computer Science, Information Systems or a relevant field at National Qualifications Framework (NQF) Level 6 or higher, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a widely recognised professional certification at an equivalent level.

Along with the aforementioned academic qualification, you should also possess a minimum of seven (7) years working experience in an area related to the role.

If you do not have the necessary academic or professional qualifications but you have at least thirteen (13) years of relevant experience, we would still be interested in speaking with you.

Skills and competencies:

  • Substantial hands-on experience with both Amazon Web Services (AWS) and Microsoft Azure, covering architecture, networking, identity, security, monitoring, and cost governance. Relevant professional certifications (e.g. AWS Certified Solutions Architect – Associate/Professional, Microsoft Certified: Azure Administrator Associate / Azure Solutions Architect Expert) are required.
  • Strong, demonstrable administration experience with Microsoft SharePoint, including both SharePoint Server (on-premises) and SharePoint Online.
  • Strong, demonstrable administration experience with Microsoft Exchange, ideally including hybrid Exchange / Exchange Online configurations.
  • Strong, demonstrable platform-engineering experience with Microsoft SQL Server, including installation and patching, engine-level performance tuning, security hardening, backup and restore, and high-availability / disaster-recovery configurations such as Always On Availability Groups. (Application-level database design and tuning is handled by the Senior Applications & Database Expert role.)
  • Practical scripting and automation experience (PowerShell, Bicep / ARM, Terraform, Azure CLI, AWS CLI) and familiarity with infrastructure-as-code practices.
  • Working knowledge of Microsoft 365, Active Directory / Entra ID, and core networking fundamentals (DNS, TLS, VPN, firewalls).
  • Excellent analytical, troubleshooting, documentation, and stakeholder communication skills.
  • Ability to multitask, meet deadlines, handle high-pressure situations, and respond to emergencies after hours.
