IT Infrastructure and Security Manager

Malta Financial Services Authority is currently looking to recruit an IT Infrastructure and Security Manager to join their team on a full-time basis.

About Department:
Technology is at the core of the knowledge-based organisation. It enables MFSA's strategic and operational objectives to be achieved efficiently and effectively.
The Technology team is made up of professionals specialised in relevant areas that include governance and planning, information systems, software development, information security, technology operations, and service management.
Officials from Technology also participate and give their contributions to several European committees, expert groups, and industry forums. 

About Role
The selected candidate will undertake duties about the implementation and administration of the Authority's Data Centres.

The primary job duties include, but are not limited to: 

• Manage, lead, inspire, coach, motivate and coordinate a team of infrastructure, network, and security specialists responsible for the organisation’s network architecture, information security platforms, infrastructure systems, data centre operations, high availability, recovery services, and other pertinent systems & solutions
• Ensure that the team achieves and surpasses defined service level agreements, through the delivery of high-quality and effective management to ensure a high level of service upkeep
• Analysing and proposing solutions to enhance the Technology infrastructure and security roadmap
• Ensure timely project completion and delivery, managing project budgets, estimates, and progress reports
• Establish and maintain a good working and knowledge-sharing environment within the technology team whilst promoting a positive culture focusing on teamwork
• Carry out supplier management, and negotiate on behalf and in the best interests of the Authority
• Consistently execute management tasks, including maintaining existing infrastructure and Security applications by creating, updating, and enforcing standards and procedures for implementing solutions
• Actively managing project financials, including initial business case, estimates, budgets, and forecasts
• Compile tender documents about the area of Infrastructure and Security, technical writing and technical evaluations
• Produce management reporting and information as required
• Identify problematic areas and implement strategic solutions in time
• Participate in regular management meetings and assume leadership for task forces and special projects as needed
• Actively participate in various working groups and task forces both at local and international level
• Any other responsibilities that may be assigned from time to time. 

About You:
We are looking for candidates with both solid academic and management foundation in Information Technology or Information Security.
The candidate must have a related degree at MQF level 6 and possess a minimum of eight (8) years of working experience in ICT.
You ideally possess a minimum of four (4) years of working in a managerial and leadership role. Candidates with longer working experience relevant to the role will be preferred.
If you do not have the necessary academic or professional qualifications, you need to have at least fifteen (15) years of relevant experience, we would still be interested in speaking with you. 

The ideal candidate should: 

• Have a strong business orientation with a demonstrated knowledge of the IT industry
• Communicate with and understand the needs of non-technical internal and external clients
• Strong customer focus and knowledge of IT Service Management standards and procedures
• Possess strong analytical and problem-solving skills
• Have good written and verbal skills and a proven ability to work on own initiative with great attention to detail
• Can work within a team, multitask and capable of meeting strict deadlines
• Can listen actively and work on own initiative when necessary
• Strong decision-making skills
• The ability to work under pressure and able to respond to emergencies after hours
• Must be fluent in the English language.
