About the Programme Management & Quality Assurance Function
The Programme Management & Quality Assurance Function is responsible for the setting up of a single, central support structure, designed to provide assistance to change and delivery initiatives within the Authority. This function is responsible to define and maintain standards for project management within the Authority. The function is made up of three main pillars namely programme management, change management and quality assurance. The objective of the Quality Assurance (QA) pillar within this function is to contribute to the excellence and homogeneity of the Authority’s operational and supervisory activities by carrying out reviews of processes. The QA team assesses operational activities to identify risks and possible controls, provide feedback on the proper use and need for methodological framework as well as issue quality recommendations and standards to functions within scope.
The Role
The selected candidate will be appointed as a Quality Analyst in Grade 10 and will be expected to report to the Deputy Head within the Function. You will be responsible for the overall coordination and management of the quality assurance programme and the reach of milestones and objectives on an operational and tactical level. The role involves working closely with stakeholders to understand their needs, conducting research and analysis, and contributing to improving business operations. It also involves ensuring that projects are adequately planned, resourced and supporting the team in delivering to high standards, on time and within set budget.
The role will also involve the design, implementation and refining of testing processes and procedures to identify potential issues within the implementation of a core system within the Authority.

About You
You have a solid academic background in Business, Quality Assurance, IT and/or change management or an equivalent professional qualification.
The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.
You will also possess a minimum of three (3) years working in the assurance field / Business Transformation environment.
If you do not have the necessary academic or professional qualifications but have at least seven (7) years of relevant experience in a related environment, we would still be interested in speaking to you.
