About People & Culture:
People & Culture function within the Authority provides the human resources capabilities that are essential for the fulfilment of its mission. Covering recruitment, retention, remuneration and reward. It acts as a strategic business partner and catalyst within the Authority to ensure the achievement of performance results through its people. As People & Culture, we place employees and other stakeholders at the heart of the Authority's mission, the People and Culture function reflects the drive being undertaken to bring about change and organisational growth within the MFSA. It is also responsible for identifying training needs in the financial services sector and for developing, creating and implementing training programmes in conjunction with the relevant professional training bodies and academic institutions. The team implements other staff-related provisions, including the MFSA Ethics Framework, the MFSA Anti-Fraud Policy and Occupational Health & Safety. All projects and initiatives undertaken by the team, are driven by the five MFSA values, of integrity, trustworthiness, dependability, independence and excellence.

The Role:
As Employee Business Partner you will be responsible to:
  • Partner with the business office to understand business drivers and facilitate HR operations;
  • Influence the adoption of HR best practice across the assigned function;
  • Provide day-to-day guidance to management and employees (coaching, counselling, career development, disciplinary actions, compensation, recruitment, etc);
  • Work closely with management and employees to improve work relationships, build morale, and increase productivity and retention;
  • Proactively identify leadership gaps and develop plans to address them;
  • Manage recruitment, on-boarding, probation, KPIs and workforce plans;
  • Identify training and development needs and monitor that objectives are being met;
  • Provide input in salary reviews and compensation/benefits;
  • Other assigned projects from the People & Culture Working Plan are relevant to your grade's level of responsibility.


About You:
We are looking for a candidate with solid experience in Human Resources. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or widely recognized qualification at a comparable level. You will also possess a minimum of three (3) years of working experience in a similar role. Candidates with longer experience relevant to the role will be preferred. If you do not have the necessary academic or professional qualifications, but you have at least seven (7) years of relevant experience, we would still be interested in speaking with you.
