Call for Expression of Interest for an Evaluator to Evaluate Programmes in Turkish as a Foreign Language

Purpose of the Call

The Malta Further and Higher Education Authority (MFHEA) is seeking an evaluator to evaluate programmes in Turkish as a Foreign Language. The external evaluator will be contracted on the basis that the individual is knowledgeable in the field of Teaching Turkish as a Foreign Language relevant to the programme/s being evaluated.

Appointment to act as an external evaluator will be based on operational requirements. If selected, applicant will be required to sign a declaration of interest for each programme application assigned.

Tasks

If selected, the evaluator will be expected to:

• Evaluate the clarity, attainability, measurability, and accessibility of the learning outcomes presented for the programme.

• Verify the alignment of the programme with the proposed MQF level.

• Offer constructive recommendations on how the programme can be enhanced to meet the proposed academic standards.

• Complete a comprehensive evaluation report based on the guidelines provided, detailing findings and recommendations.

• Attend remote meetings with other external evaluators to discuss and collectively assess the programmes as necessary.

• Provide feedback on the Revised Application submitted by the applicant/provider after considering the panel's recommendations in the Evaluation Report.

• Contribute to the decision regarding whether to recommend approval for the proposed programs or not.

• Endorse through a signature final report to be presented to Authority.

• The Evaluator agrees to maintain an updated professional biography, reflecting their current occupation and experience. The Evaluator shall promptly inform the Authority of any changes to their professional status, including but not limited to changes in occupation, responsibilities, or qualifications. The updated biography shall be provided to the Authority in a timely manner to ensure accurate and current documentation of the Evaluator's professional background. This commitment extends to keeping the Authority informed of any relevant changes in the Evaluator's professional profile throughout the duration of the engagement.

• The Evaluator must inform the Authority if the evaluator is in any way contacted by any provider or anyone in connection with his role as a programme evaluator.

Eligibility Criteria

Applicants must:

• Hold a full qualification at a minimum of EQF Level 5 in Turkish Language or Turkish Language Teaching, or an equivalent recognised qualification. Preference will be given to candidates possessing higher qualifications.

• Demonstrate excellent written and verbal communication skills in English

• Experience in teaching Turkish as a Foreign Language will be considered an asset.

Remuneration

Evaluation services are remunerated.

Compensation is based on the number of ECTS credits and the MQF Level of the programme.MQF Level Course

*Minimum amount of remuneration is €55 (incl. VAT) or €46.61 (excl. VAT).

Evaluators residing in Malta must have a VAT number. In case the evaluator does not reside in Malta, the Authority will be responsible to pay the VAT directly to the Maltese tax authorities, therefore the Authority will pay the evaluator the amount exclusive of VAT.
