Malta Financial Services Authority is currently looking to recruit a Senior Manager to join their team on a full-time basis.

About the Department:
The regulation and supervision of professional trustees, other fiduciaries, and company service providers fall within the remit of the MFSA. The MFSA has a specific function designated with the responsibility for the authorisation as well as the supervision of both sectors. The function's main objective is to ensure that licensed trustees, fiduciaries, and company service providers have the appropriate structures and systems in place to service clients adequately while preserving their reputation and Malta's reputation, taking into account our international commitments. Persons wishing to provide such services must therefore satisfy fitness and propriety requirements which are assessed at the application stage before being granted authorisation to carry out the activities of trustees and company service providers.  Following authorisation, a mixture of tools is utilised concerning supervision, consisting of both onsite inspections as well as offsite reviews, analyses and assessments, to ensure that the expected standards continue to be adhered to on an ongoing basis.

About the Role:
Within this role you will be joining the Trustees and Company Service Providers Supervision Function which is responsible for the review of applications of trustees and company service providers, the assessment of key officials requiring approval by the MFSA, as well as the ongoing supervision of the conduct of respective licence holders.

Your work will include any of the following tasks aimed at verifying that authorised trustees and company service providers are meeting the requirements of the Trusts and Trustees Act, the Company Services Providers Act and the relevant rules and regulations issued thereunder, as applicable:

  • Supporting the Head and/or Deputy Head of Function in designing the yearly work plan of the function
  • Coordinating and overseeing the yearly schedule of onsite inspections and thematic reviews, as necessary, as well as coordinating yearly offsite review projects
  • Leading and participating in the onsite inspections of trustees and company service providers where necessary
  • Led and participated in any thematic reviews undertaken by authorised trustees and CSPs
  • Maintenance of, or providing support and oversight about matters relating to the trust beneficial ownership register and any related supervisory work
  • Participating in the analysis of data to help identify the highest risks and prioritise the work of the Function
  • Mentoring more junior staff members in carrying out their respective duties
  • Handling planned or reactive supervisory issues that arise on a day-to-day basis, and coordinating with other team members
  • Taking decisions independently and acting on own initiative in line with delegated authority and escalating issues outside her/his remit and area of responsibility
  • Assuming responsibility for the management and development of direct reports.

About You:
We are looking for candidates who are eager to join an enthusiastic team with a passion for compliance. You should have a solid academic background in Law, Banking & Finance or any other related area, to increase the current pool of internal expertise in the Trustees and Company Service Providers Supervision Function.

Experience and/or background knowledge related to trust management and company service providers will be considered an asset for this role.

  • Excellent verbal and written communication skills.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.  You will also possess a minimum of eight (8) years working in the area of financial services and/or compliance with financial services regulations for several years

If you do not have the necessary academic or professional qualifications but have at least fifteen (15) years of relevant experience in the area of financial services and/or compliance with financial services regulation, we would still be interested in speaking with you.

The selected candidate will be given opportunities to learn and be trained for the role, through various mechanisms which the Authority holds, such as the Financial Supervisors Academy and also on-the-job training.
