About the Role

Within this role you will be reporting to the Deputy Legal Counsel responsible for Legal Affairs and will be responsible for performing the following tasks:

  • Drafting and/or reviewing legislative instruments for the purposes of transposing EU law or otherwise, as may be necessary;
  • Coordinating the legislative process, insofar as concerns the MFSA, including liaising with the various Ministries or other bodies, attending Parliamentary sittings and committee meetings as may be required;
  • Attending meetings to discuss legal issues and drafting-related issues in order to formulate new regulations and other instruments;
  • Undertaking research to determine the impact of existing laws on proposed regulations and other instruments;
  • Providing feedback on proposed regulations and other instruments, and their potential impact on existing laws;
  • Drafting and/or reviewing Memoranda of Understanding;
  • Drafting and/or reviewing agreements binding the Authority;
  • Assisting in advisory duties related to the formulation and drafting of policies and procedures, including with respect to the supervisory and regulatory functions of the Authority;
  • Preparing regular reports on work in progress;
  • Performing such other tasks and duties and as may be required by the Function from time to time.

 

About You

You are in possession of a University of Malta Degree in Law (LL.D., Master of Advocacy or Master of Notarial Studies) or a comparable recognised legal qualification at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) and a minimum of three years’ work experience in a relevant or closely related role.

A diploma in legal drafting and, or post graduate degree in a discipline relevant to the financial services sector would be considered an asset. 

You are fluent in, and have a strong command of, the English and Maltese languages, both written and spoken, to the effect of having excellent communicative and argumentative skills, which enable you to work effectively within a team and with members from other departments and external stakeholders with the required tact and discretion.

You also have critical thinking skills, an analytical eye and are well versed in legal drafting.

It was established by law on 23 July 2002 taking over supervisory functions previously carried out by the Central Bank of Malta, the Malta Stock Exchange, and the Malta Financial Services Centre. The Authority is a fully autonomous public institution and reports to Parliament on an annual basis.
