Compliance & Enforcement Officer 1

Job Description
Environment Resources Authority in Malta is looking to recruit a Compliance & Enforcement Officer 1 to join their team on a full-time basis. 

Job details:
In the role of compliance and enforcement officer I, the officer is responsible for the functions and deliverables under the area of responsibility in line with the aims and objectives of the Authority.

The officer shall be responsible to:

• Assist the line superior in the achievement of the agreed objectives as set out in the Business Plan;
• Coordination and monitoring of operations and activities to prevent pollution of or other damage to the environment and to minimize environmental and planning impacts; monitor permitted activities and operations securing compliance with conditions and enforcing the decisions of the Authority and any other Board in compliance with related environmental legislation;
• Promote and sustain a service culture to meet the public’s expectations regarding the Authority’s responsibilities;
• Undertake environmental monitoring and compliance activities including investigations and operational responses;
• Collection of data and information and enter data into databases and registers;
• Undertake all environmental monitoring for enforcement or investigations;
• Investigate complaints and alleged breaches of conditions imposed in permits and draft relative responses to complaints;
• If requested, to provide advice to those potentially in breach of environmental matters and recommend appropriate measures to rectify/regularize positions;
• Undertake enforcement action as directed and when necessary;
• Prepare reports, take photographs and compile information for submission to management; maintaining up to date statistical information on actions;
• Liaise closely with various Directorates and obtaining advice as to whether remedial  action if possible;
• Liaise closely with legal counsel on court procedures and give evidence in court;
• Prepare for court procedures and collation and presentation of necessary evidence in relation with same;
• Keep records and statistics of work;
• Carry out related subsidiary and ancillary tasks within the normal flexibility of the job;
• Deal tactfully but firmly with possible verbal/physical, official, and public pressure preceding or following enforcement action;
• May be required to attend work outside official working hours and
• May be required to perform duties in any part of the Maltese territory, including waters under the Maltese jurisdiction or control.

Job entry requirements:

• Qualifications: Four (4) ‘O’ levels including Maltese, Maths, and English and either a Science Subject or Geography [MQF Level 3 Sec Grades 1-5] and
• One (1) ‘A’ level in a Science Subject or Geography [MQF Level 4] or
• Two (2) years of working experience in the field of Compliance, Enforcement, or Environment.
• Posses category B driving licence.
• Ability to withstand pressure and act with tact and firmness in challenging situations.
