The Office of the State Advocate in Malta is currently looking to recruit a Senior Finance Manager to join their team on a full-time basis.

Overview:

The Senior Finance Manager plays a pivotal role at the Office of the State Advocate by leading the financial management and strategy function. Responsible for overseeing financial planning, analysis, and reporting while ensuring the Office's financial health and compliance with regulations. This role involves strategic decision-making, to drive financial performance and support the Office's objectives.

List of Duties & Responsibilities:

  • Manage efficiently the day-to-day, month end record keeping and all financial transactions including capital projects of the Office;
  • Assist the Head of Corporate Services in the preparation of the Business and Financial Plan and the Financial Estimates, collecting and analyzing material and advising her on estimate proposals;
  • Assist in the compilation of the Annual Reports;
  • Coordinate and prepare revised expenditure and prepare proposals for the supplementary estimates, virements and advising on any foreseen deviation from plans regarding overspending or significant shortfall in revenue;
  • Collect revenue generated by way of fees and fines and provide assistance to the Head of Corporate Services on the reduction of arrears of revenue and compile the annual Arrears of Revenue returns;
  • Monitor and keep abreast with policies, systems, procedures, and standards required by the Ministry of Finance and other Government Central Agencies and advise the Head of Corporate Services on the effects of new policies or changes to existing policies regarding expenditure, revenue, and inventory control;
  • Review comments and recommendations in internal and external Audit Reports, follow them up and advise the Head of Corporate Services on action taken or which needs to be taken;
  • Authorise expenditure as delegated by the Head of Corporate Services;
  • Submit the relevant Expenditure Budgetary Reports to the Ministry for Finance and Director Corporate Services, Ministry for Justice;
  • Submit the relevant annual returns for Arrears of Revenue, Statements of Bank Balances and other periodical returns to the Treasury Department as specified in the Treasury Financial Data Transmission Calendar issued annually; 
  • Maintain Recurrent and Capital expenditure within approved budgetary estimates (by year end); and,
  • Any other duties as may be requested by the Head of Corporate Services or his/her delegate. 

Qualifications:

  • Either be in possession of a recognized Masters degree at MQF Level 7 (subject to a minimum of 90 ECTS/ECVETS, or equivalent), in Business Management or Business Administration or Economics or Banking and Finance or in relevant areas as determined by the Management, or a recognized comparable professional qualification at MQF Level 7 in Accountancy., together with a minimum of one (1) year experience;

OR

  • in possession recognized Bachelor’s degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVETS, or equivalent), in Business Management or Business Administration or Economics or Banking and Finance or in relevant areas as determined by the Management, together with a minimum of three (3) years’ experience;
  • Proficient in the use of Financial / Accounting software applications;
  • Able to communicate in both Maltese and English; and
  • A recent police certificate of good conduct issued not less than 6 months from the date of the application.

The Office of the State Advocate was established in terms of Article 91A of the Constitution as the principal advisor to Government in matters of law and legal opinion. In providing legal advice, it is tasked to act in the public interest and to safeguard the legality of State action and it also performs such other duties and functions as may be conferred by the Constitution or by any law.
