About the Department

The Conduct Supervision Function is responsible for the setting up and implementation of the regulatory framework aiming to secure appropriate consumer protection in operations of licence holders in the financial services industry in order to ensure that clients of such entities of financial services are treated fairly, honestly, and professionally by regulated entities. The Function team also adopts enacts a pre-emptive supervisory approach regime which addresses potential or emerging risks for financial services consumers, together with an ongoing supervisory process operational regime to strengthen verify the adherence by the responsibilities of regulated persons of their conduct of business regulatory obligations.in treating customers fairly. The Conduct Supervision Function is a assume a cross-sectorial function covering under its remit supervision the conduct of business of the entities dealing with retail clients in the context of the provision of services relating to in conduct of banking, insurance and pensions, investments, cryptocurrency services providers and retail collective investment schemes.

About the Role

We are looking for a talented individual to join the Financial Promotion and Risk Assessment Team. Reporting to the Head, the main responsibilities of the selected candidate are expected to lead the Financial Promotion and Risk Assessment team and be responsible for he following tasks:

  • Manage the Function's risk model to support the Function's risk based approach to conduct supervision
  • Create and implement a risk based methodology or the review of the marketing communications issued by Regulated Persons and take action with respect to any uncompliant marketing material:
  • Co ordinate the collation of Conduct Related Data on a cross sectorial level and raise internal reports outlining the industry trends, flagging main risk areas .
  • Ensuring that consumer targeted disclosures are fair, clear and not misleading
  • Mentor team members in the carrying out of their respective duties and any delegated tasks;
  • Represent the MFSA in engagement with internal and external stakeholder including Standing Committees and Working Groups as necessary.
  • Take decisions and act on own in line with delegated authority and escalate issues outside your remit of areas of responsibility.
  • Carry out any other duties as may be delegated by the Head of Function

About you

We are looking for candidates with solid academic background which may be considered as relevant to this post. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

A minimum of six (6) years prior experience is required, preferably within the financial services sector or related fields. If you do not have the necessary academic qualifications but have at least eleven (11) years of relevant experience, we would still be interested in speaking with you.

The ideal candidate should demonstrate the following skills/experience:

  • Have an interest in financial services;
  • Self-driven and ability to multi-task and meet deadlines;
  • Ability to prioritise and deliver quality work under pressure;
  • Attention to detail and strive for quality and accuracy of reports raised;
  • Excellent verbal and communication skills;
  • Ability to build collaborative working relationships, including internally within the Authority as well as with external stakeholders; and
  • Sound analytical skills.
