About the Department

The Data Management and Business Intelligence function ensures timely and effective decision-making across the Authority through effective data and records management, and business intelligence reporting, to support risk-based supervision. The function is responsible for driving data governance, data quality management and integrity, as well as data architecture. They also manage a centralised data warehouse and BI analytics platform to provide ongoing insights, analyses and operational dashboards for end users. This role forms part of the Data Warehouse & BI team within the Data Management and Business Intelligence function. The team sits at the heart of the MFSA’s data operations, from sourcing and transforming raw data, to storing it and turning it into analytics and reports. They partner closely with internal functions to deliver custom data products and solutions that support better, data-driven decisions. The team owns and continuously evolves the Authority’s Data Warehouse, builds standardised reporting frameworks to strengthen market oversight, and provides powerful analytics through modern tools, to spot trends early on. They are also gearing up for future Artificial Intelligence integration to unlock even more value from the data they handle.

About the Role

The Senior Data Engineering Manager is responsible for the development, operation, maintenance and continuous enhancement of the Authority’s Data Warehouse environment and associated Business Intelligence delivery layer. The role ensures that data pipelines, data models, reporting structures and BI outputs are reliable, performant, well governed and aligned with business and regulatory requirements. Working within a small specialist team, the role provides hands-on technical leadership for the design and delivery of data integration pipelines, curated data views and BI-ready datasets, while ensuring effective operational support and continuous improvement of the data platform. The role acts as a key delivery and operational interface between business stakeholders, data product ownership, BI users, and wider technology and platform teams.

Key Responsibilities Include:

Data Warehouse Development & Operations:

  • Lead the design, development and maintenance of the Authority’s Data Warehouse environment.
  • Develop and maintain ETL/ELT pipelines using Talend (or equivalent tools).
  • Ensure reliable ingestion, transformation and loading of data from multiple internal and external sources.
  • Design and maintain curated data models and reusable data views for BI consumption.
  • Monitor and resolve data pipeline and data quality issues in a timely manner.
  • Support deployment, release and change activities for data warehouse enhancements.

BI Data & Reporting:

  • Build and maintain BI-ready datasets and semantic data structures to support reporting requirements.
  • Work closely with BI developers to translate business requirements into data models.
  • Ensure consistency of definitions, KPIs and business rules across datasets.
  • Support the optimisation of reporting performance and data accessibility.
  • Contribute to the design and evolution of reporting structures and data marts

Service Support & Continuous Improvement:

  • Ensure ongoing stability, availability and performance of the Data Warehouse environment.
  • Manage operational incidents, data issues and pipeline failures through to resolution.
  • Maintain appropriate logging, monitoring and documentation of data processes.
  • Ensure adherence to operational standards, controls and governance requirements.
  • Participate in initiatives related to metadata, governance and future data platform evolution where relevant.

Team Leadership & Delivery Management:

  • Manage and develop a small team of data engineers/BI developers.
  • Allocate and prioritise workload across development, maintenance and support activities.
  • Provide technical guidance, mentoring and hands-on support where required.
  • Ensure adherence to development standards, coding practices and documentation requirements.
  • Support team capability development in SQL, data modelling, ETL tools and BI enablement

Stakeholder & Product Interface:

  • Work closely with the Data Product Owner to deliver prioritised business requirements.
  • Engage with business users to clarify data requirements and resolve data issues.
  • Collaborate with BI teams to ensure datasets meet reporting and analytical needs.
  • Interface with technology teams and vendors for infrastructure, integration and platform support.

Undertake any other duties as assigned by the Head and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.

About you

This role calls for candidates with an academic qualification in Information Systems, Business & IT, Data Science, or a related discipline at National Qualifications Framework (NQF) Level 6 or higher, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a widely recognised professional certification at an equivalent level.

Candidates should also possess a minimum of eight (8) years working experience in an area related to the role, such as in the fields of Business Intelligence.

If you do not have the necessary academic or professional qualifications but you have at least fifteen (15) years of relevant experience, we would still be interested in speaking with you.

Skills & Competencies:

  • Strong knowledge of SQL, relational databases, data modelling, ETL/ELT processes, and reporting architectures.
  • Hands-on or management experience with BI tools such as Power BI, Tableau, Qlik, or similar platforms.
  • Experience in requirements gathering, stakeholder engagement, and translating business needs into BI/Data Warehouse deliverables.
  • Knowledge of project delivery methodologies, change management, testing, and release management practices.
  • Understanding of data governance, data quality, data lineage, KPI frameworks, and reporting controls.
  • Experience managing BI/Data Warehouse teams or leading the delivery of BI and data platform initiatives will be considered an asset.
  • Experience with Data Warehouse technologies, cloud data platforms, or modern data architectures is considered an asset.
  • Experience in financial services, regulatory environments, or similar sectors is considered an asset.
  • Experience with Microsoft data technologies such as SQL Server, SSIS, SSAS, Azure Data Factory, Synapse, Fabric, or Power BI is considered an asset.
