About the Department

The Investment Services Supervision Function is responsible for the authorisation and supervision of investment services licence holders and recognised persons, particularly investment firms, asset managers and collective investment schemes. Through its supervision, the function assesses compliance with prudential requirements stemming from European Directives and local legislation. It also examines the adequacy of systems and controls, governance arrangements, and risk management within licensed or notified entities under its remit. To support its supervisory work, the function actively participates in European Commission and European Supervisory Authorities’ committees and working groups, contributing to the development of policy and legislation within its scope.

About the Role

As Analyst you will be entrusted with the below duties and responsibilities:

  • Analyse and process applications from the prospective Institutions or Collective Investment Schemes for authorisation, licensing and recognition to conduct financial services activities in Malta, in compliance with the requirements of MiFID, UCITS or AIFMD as applicable, local law and regulations;
  • Monitoring and coordination of deadlines assigned when processing applications ensuring that response to prospective applicants are given within set timeframes;
  • Proactively participate in meetings with potential applicants and licence holders to ensure that all pre licensing issues are addressed and full information is obtained before the application can be progressed;
  • Deal with overseas regulators as necessary and respond to regulatory enquiries as required and within set deadlines;
  • Draft memoranda to be presented to the relevant decision-making bodies within the MFSA adopting a risk based and outcome focused approach;
  • Communicate effectively and persuasively at the level required to establish effective working relationships with key internal and external stakeholders;
  • Carry out other tasks as may be delegated by the Deputy Head and/or Senior Manager.

About you

We are looking for candidates with solid academic background in law, accountancy or banking and finance or other relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level. Candidates should also possess a minimum of five (3) years working in the financial services. Candidates with longer working experience relevant to the role will be preferred.

If you do not have the necessary academic or professional qualifications but you have at least ten (7) years of relevant experience, we would still be interested in speaking with you.

In addition to the necessary academic or professional qualifications, applicants should also have:

  • Sound technical knowledge of the regulatory framework relating to investment services providers, collective investment schemes and recognised persons licenced under the Investment Services Act;
  • Excellent analytical and problem solving skills with the ability to analyse business models and the inherent risks to financial services consumers thinking pragmatically as may be necessary;
  • Excellent written and communication skills;
  • Ability to work on multiple tasks simultaneously and to prioritise work in line with exigencies so that responses are issued within respectable timeframes; and
  • A good team player with the ability to build good relationships with the industry and their service providers.
