Job Description:
The Information Technology (IT) Officer is responsible for the smooth execution of the IT function at the Malta Development Bank (MDB or the Bank). This includes conducting the necessary daily IT operational activities to meet business requirements, supporting and maintaining existing applications, as well as assisting the Chief IT Officer in the implementation of new technical solutions, IT policies, and procedures, and enhancing information security at the MDB. The position reports to the Chief IT Officer (CIO). 

Principal Responsibilities:
The role is required to a) offer first-line support to MDB staff on IT hardware, software, and communications-related matters, b) monitor and maintain the Bank’s core infrastructure components and applications, and c) assist the CIO in implementing IT policies and procedures thus aligning the Bank’s operations to international standards and best practices, d) assist the CIO in identifying and providing technology solutions to MDB users to meet business requirements, and e) promote a strong information security mindset within the Bank. 

Essential Functions:
The key functions of the IT Officer are to: 

  • Provide day-to-day first-line support on end-user hardware devices, including laptops, printers, and smartphones.
  • Install, configure and maintain computer software on end-user devices, and offer first-line support on the Microsoft Office 365 suite and other business software applications.
  • Administer and maintain the Bank’s core building IT infrastructure, network setup, telecommunications, and videoconferencing equipment.
  • Administer and maintain the Bank’s servers and business applications, including security and vulnerability patching, system updates/upgrades, monitoring backups, and liaising with respective vendors to resolve any identified issues.
  • Ensure the Bank’s access control mechanisms, IT inventory management system, and procedural documentation are kept up to date.
  • Assist the CIO to implement IT policies and procedures and compile necessary operational reports on activities undertaken to present to senior management. This also includes maintaining up-to-date operational documentation.
  • Assist the CIO and business units to implement new projects that may span all the IT function including infrastructure, business solutions and information security. This will also require interaction with internal users and external vendors to meet the desired objectives.
  • Assist the CIO to provide regular information security awareness and education programmes for the Bank’s staff. 
  • Assist the CIO in achieving the goals for the IT department and related services.
 
Candidate Profile and Experience Required:
  • The ideal candidate shall have a passion for technology spanning various areas of IT and at least five years’ experience in working in a secure IT environment preferably in the business and/or banking sector.
  • Preferably the candidate will have a graduate level qualification in Computer Technology or proven ability to perform the tasks commensurate with such formal academic qualification allowing him/her to meet the day-to-day demands of the IT Officer role at the MDB.
  • Proven knowledge to provide timely and efficient support to end-users on hardware, software, and telecommunications-related problems.
  • The ability to administer and maintain the Bank’s network and telecommunications infrastructure, Windows servers, and the Azure platform whilst adhering to information security standards.
  • Sound knowledge of IT Standards and best practices.
  • The ability to contribute to the design and implementation of technical solutions to meet business objectives.
  • The ability to communicate effectively with, and understand the needs of, the various business areas throughout the Bank and external suppliers.
  • Good time management skills and the ability to work on multiple activities concurrently.
  • A positive and proactive approach to working in a team environment to deliver high-standard IT services to the Bank’s users.
