National Statistics Office in Malta is looking to recruit a Senior ICT Officer to join their team on a full-time basis. 

Job details:
The National Statistics Office (NSO) invites applications for the post of Senior ICT Officer. The prospective employee will be assigned to the Data Capability Directorate or to other Directorates to meet the exigencies of the Office. This position is an excellent career opportunity for prospective candidates with an academic background in Statistics, Mathematics, and/or Information Technology.

The successful candidate will be expected to:
  • Have in-depth knowledge of computer systems, architectures, and Database Management systems (DBMS);
  • Have experience with databases, networks (LAN, WAN), and patch management;
  • Have knowledge of computer system security procedures (e.g. intrusion detection systems) and data backup/recovery;
  • Have knowledge of the principles, practices, and capabilities of the software and operating systems feature currently available;
  • Communicate well and have time management skills; and
  • Be able to work and collaborate in a team, be technically competent, and be organized.

Responsibilities:
The duties of a Senior ICT Officer include:
a) Maintaining the IT infrastructure of the organization, particularly the servers and the network infrastructure;
b) Implementing, installing, configuring, monitoring, troubleshooting, and evaluating existing and new hardware and software;
c) Establishing and documenting routine procedures related to the upkeep of the IT infrastructure;
d) Supervising the IT support function, ensuring that it meets the NSO’s requirements at all times;
e) Ensuring that all IT systems and services comply with the NSO’s information security policies and procedures, particularly with respect to access control and change management;
f) Monitoring system performance and resources, taking corrective action as necessary;
g) Conducting regular System Health Checks to ensure the proper security (including confidentiality, integrity, and availability) of all systems;
h) Setting up and optimizing backup procedures for all IT services, in line with the NSO’s
7 information security policies and procedures;
i) Administering and ensuring the smooth running of the DBMS;
j) Managing the vendors in the process of troubleshooting escalated incidents;
k) Coordinating the maintenance of the IT Asset inventory (e.g. hardware, network connections, software licenses) in line with the NSO’s policies and procedures;
l) Keeping abreast of relevant developments elsewhere within the NSO, particularly as they relate to other internal or external support levels and maintaining close contact with specialist internal or external service providers;
m) Engaging in relevant training and self-improvement;
n) Undertaking any other related duties as assigned by superiors.

Working Conditions:
The position carries a starting remuneration of €28,300 for the year 2022, which remuneration increase annually subject to provisions of the Collective Agreement 2017-2022. This remuneration excludes qualification allowances and any overtime pay, which is reimbursed separately on an ad hoc basis, as the need arises.

Requirements:
Applicants for this post must:
a) Be in possession of a recognized Certificate at MQF Level 6 in a relevant subject area together with six (6) years, or equivalent, of relevant experience;
OR
Be in possession of a recognized Certificate at MQF Level 7 or higher in a relevant subject area together with three (3) years, or equivalent, of relevant experience;
OR
Be in possession of a recognized Certificate at MQF Level 8 or higher in a relevant subject area together with one (1) year, or equivalent, of relevant experience;
b) Demonstrate a good command of the English language, together with Maltese or another official European language;
c) Be in possession of a clean Police Conduct (issued within the last 6 months).
