Position of Professional Executive (IT) at The Energy and Water Agency

1.0 Introduction
The Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill in the vacant post of Professional Executive (IT) (Grade IV) with the Agency.
The Professional Executive (IT) will assist the Chief Executive Officer and the Chief Corporate Officer with IT related tasks of the agency.
The Professional Executive (IT) may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours.
2.0 Duration of assignment and Conditions
The position of Professional Executive is on an indefinite contract basis and subject to a probationary period of 12 months.
3.0 Duties
The key responsibilities will include, but are not limited to:
- Responsible for developing, updating, and implementing operating practices, ensuring that all available resources are utilized effectively and efficiently.
- Oversees the delivery of ICT services to meet defined service goals, including conducting evaluations and assessments to drive continuous improvement and enhance process efficiency.
- Develops and implements the ICT strategy to strengthen relationships with key suppliers, ensuring that IT services and products procured are fully compliant with the applicable Service Level Agreements (SLAs) and contractual obligations.
- Coordinates training and provides guidance to technical staff as required, including the development of user manuals and delivery of training on software applications and hardware usage.
- Leads the implementation of IT systems and solutions in alignment with management policies and strategic decisions.
- Develops and manages project plans and schedules to maximise benefits and minimise disruptions for users of ICT systems.
- Ensures the security and integrity of all ICT systems and data, including management of user access controls, disaster recovery planning, and business continuity procedures.
- Prepares analytical reports on service performance and continual service improvement, providing relevant data to Agency management to support sustainable and informed decision-making.
- Liaises with internal departments, external suppliers, the Ministry’s IMU and MITA to ensure the timely and secure operation of ICT services, hardware, software, and networks.
- Plans and manages the installation and configuration of hardware, operating systems, and application software.
- Oversees IT systems resources, ensuring performance, capacity, availability, serviceability, and recoverability are effectively managed.
- Maintains up-to-date knowledge and compliance with internal agency policies and procedures, including those related to filing systems, procurement, GDPR, human resources, and IT governance.
- Remains familiar with government-wide regulations and manuals, such as the Public Procurement Regulations and Procedures, the Public Administration Act, and the Public Service Management Code.
- Performs any other duties as assigned by the Chief Executive Officer and the Agency management.
4.0 Eligibility requirements
By the closing time and date of this call for applications, applicants must satisfy the following criteria:
Qualification:
A recognised Master’s qualification at MQF Level 7 in the field of Computing and/or ICT sciences or a comparable professional qualification, plus two (2) years relevant work experience
Or;
A recognized Bachelor’s qualification at MQF Level 6 in the field of Computing and/or ICT sciences or a comparable professional qualification, plus four (4) years relevant work experience
Be fluent in the use of English and Maltese languages (an MQF Level 3 certificate in both subjects is required).
Specific Experience:
Due consideration will be given to applicants who:
• Should demonstrate high level of knowledge related to basic network and server systems, terminologies, and work procedures
• Procuring new equipment and deploying it to users
• Should demonstrate middle level of knowledge of basics of virtualization and VPN
Furthermore, the applicant would be expected to:
▪ be a person who can work on his/her own initiative;
▪ be able to work within and lead a team;
▪ be flexible in work patterns and also working hours;
▪ have excellent communication skills;
▪ possesses good self-management skills;
▪ be organised and meticulous in his/her work.
Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.
Additional eligibility requirements (upon application stage):
Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from the Malta Qualification Recognition Information Centre, or other designated authorities, as applicable at application stage.
Additionally, applicant must be:
a) citizens of Malta; or
b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third-country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or
f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.
The advice of the Citizenship Unit within the Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.
The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. JobsPlus should be consulted as necessary on this issue.

6.0 Selection procedure
Eligible applicants will be assessed by management to determine their suitability for the position.
7.0 Salary
The salary for the post of Professional Executive is in Grade IV of the Energy and Water Agency’s salary structure, which in year 2025 is €40,900 per annum, including allowances. The Professional Executive is also entitled to a Professional/Competency allowance starting at €3,200 following the successful completion of the probation period and to an annual Performance Allowance and annual Disturbance
Allowance of up to a maximum of 15% of the basic salary.
