About Technology:
Technology is at the core of the knowledge-based organisation. It enables MFSA's strategic and operational objectives to be achieved efficiently and effectively. The Technology team is made up of professionals specialised in relevant areas that include governance and planning, information systems, information security, technology operations and service management. Officials from Technology also participate and give their contribution in several European committees, expert groups and industry fora.

The Role:
He or she will report to the Deputy Head, Information Systems and will be a key member within the Department involved in enterprise applications to implement and maintain mission-critical systems to meet business requirements and organisation objectives.

The primary job duties include, but are not limited to:
  • Lead a team of information systems professionals responsible for business support systems and database management systems.
  • Holistically own the management of strategic and business support systems, database management systems, and management tools.
  • Carry out in-depth research of software tools/applications available on the market, identifying and documenting gap analysis of expectations versus tool availability, and presenting findings to stakeholders.
  • Compile tender documents pertaining to information systems, technical writing and technical evaluations.
  • Carry out supplier management, negotiate on behalf and in the best interests of the Authority.
  • Perform adequate project management, and monitor and control deliverables.
  • Execute management tasks in a consistent manner, including maintaining existing systems and applications by creating, updating and enforcing standards and procedures for implementing solutions.
  • Represent MFSA at working groups and task forces at local and international levels.


About You:
We are looking for candidates with a solid foundation in information and communication technologies, having a related degree at MQF level 6, and must have a professional background of at least seven (7) years. You would also ideally have had some previous working experience in enterprise level information systems. As a seasoned professional, the selected candidate is expected to have strong knowledge of software development, business application systems, and project management. You would be expected to be very conversant with technologies, systems implementation, and applicable standards. Good knowledge of cloud platforms, applications and API integrations is also necessary.

As a people manager, the selected candidate need to have had experience in managing a team of professionals in technical areas. We are looking for candidates with strong leadership skills, professional integrity and accountability. The selected candidate will also be an excellent communicator with written and verbal presentation skills, capable of collaborating effectively within and outside the organisation at all management levels. If you do not have the necessary academic or professional qualifications but you have at least thirteen (13) years of relevant experience, we would still be interested in speaking with you.

The ideal candidate should have:

  • Strong business orientation with a demonstrated knowledge of the IT industry.
  • Can communicate with and understand the needs of non-technical internal and external clients.
  • Strong customer focus and knowledge of IT Service Management standards and procedures.
  • Strong people management skills.
  • Effectual negotiating abilities.
  • Excellent communication skills and analytical skills.
  • Tthe ability to work within a team, multitask and capable of meeting strict deadlines.
  • The ability to work under pressure and able to respond to emergencies after hours.
  • Must be fluent in the English language.
