The National Statistics Office (NSO) of Malta is looking to recruit an ICT Officer to join their team on a full-time indefinite basis. The prospective employee will be assigned to the Data Resources, IT, and Methodology Directorate or to other Directorates to meet the exigencies of the Office. The successful candidate will be expected to:
Accomplish software requirements, by developing and maintaining applications and databases;
Have sound knowledge of software development methodologies, data handling skills, and storage techniques;
Have a good command of data structures and algorithms; and
Be technically competent, organised, and able to deliver on time.
Responsibilities:
The duties of an ICT Officer include:
a) Co-ordinating specific IT projects;
b) Examining organisational and procedural practices and carrying out feasibility studies to establish the advantages and disadvantages of computerisation;
c) Specifying system requirements, designing the system according to user requirements, carrying out system testing, and modifying system design as necessary;
d) Specifying the structure for software design and implementing programs by converting logical specifications to a language that can be processed by a computer;
e) Creating and applying the testing phase to programs and modifying the programs as necessary, eliminating program errors;
f) Writing documentation of program development and subsequent revisions;
g) Writing reports, program descriptions, interpretation of test results, and user guides of the developed software;
h) Implementation of system backup procedures;
i) Reviewing and documenting software failures and taking corrective action as directed;
j) Ensuring the confidentiality, integrity, and availability of all systems and data;
k) Troubleshooting any problems related to software malfunctions and installation problems;
l) Undertaking any other related duties as assigned by superiors;
m) Adherence to internal Policies, and if necessary, support in the implementation and monitoring of internal policies.

Working Conditions:
The position carries a starting remuneration of €26,969 for the year 2022, which remuneration increase annually subject to provisions of the Collective Agreement 2017-2022. This remuneration excludes qualification allowances and any overtime pay, which is reimbursed separately on an ad hoc basis, as the need arises.

Requirements:
Applicants for this post must:
a. Be in possession of a recognised Certificate at MQF Level 6 or higher in a relevant subject area (candidates who have been approved for the award of an MQF Level 6 qualification or higher, who have not yet formally been conferred the qualification in question, will still be considered provided that candidates submit evidence of approval for the award);
b. Demonstrate a good command of the English language, together with Maltese or another official European language;
