Role Overview

MITA is the central driver for the Government of Malta’s digital transformation. Through strategic leadership, technical expertise, and innovation, MITA enables public administration to deliver secure, efficient, and citizen-centric digital services. The Digital Enabling Services Department is dedicated to developing shared services that drive the digital transformation of Government.

The Department is seeking a Business Architect with a strong focus on interoperability frameworks, particularly the eIDAS Node and the Single Digital Gateway (SDG) Once-Only Technical System (OOTS). The selected candidate will play a pivotal role in shaping and aligning business capabilities with cross-border digital services, ensuring seamless integration and compliance with EU interoperability standards.

Key Responsibilities

• Lead the business architecture design for interoperability solutions within the Digital Enabling Services Department.

• Manage the service operations for eIDAS Node and SDG OOTS, ensuring performance, availability, and continuous improvement.

• Ensure compliance with ISO 9001 (Quality Management) and ISO 27001 (Information Security Management) in the design and operation of interoperability services.

• Ensure a holistic onboarding and integration experience for service providers relying on eIDAS and SDG OOTS, including guidance, support, and coordination throughout the lifecycle of service enablement.

• Collaborate with technical teams to implement and maintain the eIDAS Node and SDG OOTS components.

• Translate EU regulations and interoperability frameworks into actionable business requirements.

• Engage with stakeholders across government entities to promote and facilitate cross-border service delivery.

• Ensure alignment with the European Interoperability Framework (EIF) and relevant EU digital policies.

• Contribute to the development of strategic roadmaps and interoperability blueprints.

Eligibility Requirements

Eligible candidates must satisfy one of the following options in terms of qualifications and / or experience in an ICT and/or Business related area:

• A qualification (MQF level 7) or higher; OR

• A qualification (MQF level 6) and an additional 1 year experience; OR

• A qualification (MQF level 5) and an additional 3 years’ experience; OR

• A qualification (MQF level 4) and an additional 4 years’ experience; OR

• Five years’ experience.
