Position of Administrator Officer (Project Management) at the Energy and Water Agency (Permit Number 986/2025)

1.0 Introduction

The Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill in the vacant post of Administrator Officer (Project Management) (Grade VII) with the Agency.

The RESWATER project focuses on strengthening urban water resilience amongst involved Mediterranean partners by exploring alternative small-scale, decentralized Non-Conventional Water Resource (NCWR) technologies which can potentially be applied in urban water demand areas without increasing dependence on traditional freshwater sources. The project will develop resilient Urban Water Management Plans and deliver practical outputs - including demonstration units, an online solutions catalogue, policy frameworks, and training resources.

The Administrator Officer may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours.

2.0 Duration of assignment and Conditions

The position of Administrator Officer is a 3-year definite contract basis and subject to a probationary period of 6 months.

3.0 Duties

The duties of the Administrator Officer (Project Management) may include inter alia:

- Monitoring, as directed, the implementation of EU-funded projects in which EWA is participating, including (but not limited to) the RESWATER project, co-funded under the Interreg NEXTMed.

- Supporting the management of EU-funded projects and following the implementation of project activities to ensure milestones, objectives and deadlines are met

- Support, as directed, the management of the administrative and financial aspects of the project within the project's unit.

- Draft, as directed, all reporting documentation (such as project reports) and processes of EU- funded projects being followed

- Contribute, as directed, to the implementation of tasks and actions associated with EU-funded projects

- Participate, when required, in project working groups and meetings held both abroad and locally

- Undertake other tasks related to EU-funded projects as directed by the Senior Policy Executive and the Chief Executive Officer

4.0 Eligibility requirements

By the closing time and date of this call for applications, applicants must satisfy the following criteria:

Qualification:

A recognised qualification at MQF Level 4 in Project management, Accountancy, Political Studies, Commerce, Banking, Procurement and Finance, EU Studies.

Or;

A recognised qualification at MQF Level 3 in Project management, Accountancy, Political Studies, Commerce, Banking, Procurement and Finance, EU Studies, with one (1) year relevant work experience.

Specific Experience:

Due consideration will be given to applicants who:

- have participated in the implementation of projects financed under EU funding programmes;

- have experience in Public Service management and procedures;

- have had exposure to the industry and services sector.

Furthermore, the applicant would be expected to:

▪ be a person who can work on his/her own initiative;

▪ be able to work within and lead a team;

▪ be flexible in work patterns and also working hours;

▪ have excellent communication skills;

▪ possesses good self-management skills;

▪ be organised and meticulous in his/her work.

Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.

Additional eligibility requirements (upon application stage):

Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from the Malta Qualification Recognition Information Centre, or other designated authorities, as applicable at application stage.

Additionally, applicant must be:

a) citizens of Malta; or

b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or

f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

6.0 Selection procedure

Eligible applicants will be assessed by management to determine their suitability for the position.

7.0 Salary

The salary for the post of Administrator Officer of the Energy and Water Agency’s salary structure, in 2025, is €22,264 per annum.
