The Office of the State Advocate is seeking to recruit a competent and suitably qualified Senior Manager (HR and Admin.) to form part of its staff complement.

Job Description:

1. Supports the Head of Corporate Services (HCS) with the monitoring of delegated functions of all human resources policies, programmes, and practices to ensure compliance.

2. Assists the HCS in performing duties related to the recruitment, promotions and progressions of employees as and when required.

3. Assists in creating the checklists and Standard Operating Procedures to improve adherence to processes, procedures and regulations.

4. Coordinates and carries out constant and regular compliance checks to ensure that established policies are being adhered to and follow up on the timely implementation of corrective measures required.

5. Assist in the alignment between the HR Strategy and business goals, contributes towards the Training Needs Analysis and supports change management programmes.

6. Coordinates and participates in the collations of data related to human resources records.

7. Liaises with the HCS to ensure implementation and full compliance of performance appraisals, setting objectives and takes the necessary action to ensure that timeframes are strictly adhered to.

8. Facilitates the recruitment process including the drafts, processing, and issuing of calls for applications, follows the necessary procedure as outlined and guided by prevailing policies, regulations, collective agreements and the People and Standards Division. 

9. Oversee the overall payroll administration process.

10. Manage the office administration and supervise the administrative support staff to ensure operational efficiency and high service standards.

11. Organise and manage the employee’s orientation and training programmes.

12. Oversee records management and compliance with document retention policies.

13. Any other duties as directed by the HCS or his/her delegate. 

Qualifications & Experience required:

1. In possession of a recognized Masters degree at MQF Level 7 (subject to a minimum of 90 ECTS/ECVET credits, or equivalent) in Work and Human Resources Management or Training and Development or Public Administration or Public Management or Corporate Governance and Leadership or Leadership and Organisational Behaviour or Management and Leadership or Strategy, Leadership and Change Management or Industrial Relations and Workplace Learning or in relevant areas as determined by Management, together with 1 year relevant work experience

OR

In possession of a recognized Bachelor’s degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent) in Work and Human Resources Management or Training and Development or Public Administration or Public Management or Corporate Governance and Leadership or Leadership and Organisational Behaviour or Management and Leadership or Strategy, Leadership and Change Management or Industrial Relations and Workplace Learning or in relevant areas as determined by Management, together with 3 years relevant work experience

2. Ability to communicate in both Maltese and English; and

3. A recent certificate of good conduct issued not less than six (6) months of date of issue of this call.

A maximum 15% performance bonus is applicable.

The Office of the State Advocate was established in terms of Article 91A of the Constitution as the principal advisor to Government in matters of law and legal opinion. In providing legal advice, it is tasked to act in the public interest and to safeguard the legality of State action and it also performs such other duties and functions as may be conferred by the Constitution or by any law.
