About Finance:
The Finance function oversees and manages the finances of the Authority, supporting the various other functions within the Authority in all financial matters, including the preparation of timely management information, revenue collection, payments to suppliers and service providers, payroll and financial control, and budgetary control. The function also sets, monitors, and improves the operation of the MFSA's financial control framework ensuring compliance with established policies and controls. It co-ordinates with the Statutory Auditors on the annual audit of the Authority and Financial Statements drawn up in compliance with International Financial Reporting Standards and is also responsible for the timely submission of statutorily required financial information to Parliament.

 

The Role:
The successful candidate, as a Finance Officer, will be responsible for, but not limited to:-

  • Carrying out Payroll computations;
  • Updating the Payroll system with changes in employee details and monthly adjustments;
  • Compiling information and filling in periodical statistics, questionnaires and statutory forms including FDRSs;
  • Preparing monthly payments and forms to the Inland Revenue Department and ensuring timely submissions;
  • Reviewing and checking of overtime and attendance records;
  • Updating the Leave Management System with leave entitlements, preparing periodical reports and monitoring leave balances;
  • Attending to staff members' queries related to vacation leave, payroll and other staff–related matters;
  • Posting payroll transactions on Sage;
  • Assisting in the preparation of the payroll budget;
  • Handling review of key bank accounts' reconciliations;
  • Checking of travel allowance payments;
  • Attending to payroll-related Parliamentary Questions;
  • Carrying out performance management assessments of junior officers;
  • Acting as a Business Risk Officer for the Finance Function;
  • Handling any other duties and participating in on-going payroll-related projects as may be directed by the Function Head and/or the MFSA.
 

About You:

  • We are looking for candidates with solid academic background particularly in Payroll.
  • The candidate should be very meticulous, having a good eye for detail, and possess a high level of integrity.
  • The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 duly certified by the Malta Qualifications Recognition Centre (MQRIC).
  • You will also possess a minimum of three (3) years of working experience in a related area.
  • Candidates with longer working experience and relevant within the financial services in a similar role will be preferred. Experience in the use of Shireburn Indigo software will be considered an asset.
  • If you do not have the necessary academic or professional qualifications but you have at least seven (7) years of relevant experience, we would still be interested in speaking with you.

The Malta Financial Services Authority (MFSA) is the single regulator for financial services in Malta. It was established by law on 23 July 2002 taking over supervisory functions previously carried out by the Central Bank of Malta, the Malta Stock Exchange, and the Malta Financial Services Centre. The Authority is a fully autonomous public institution and reports to Parliament on an annual basis.
